[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Seryeong] Geoje City, Gyeongnam Province, is conducting promotional activities to activate the ‘Personal Signature Verification System,’ which has the same effect as a seal certificate.
As a result of the promotion, the issuance rate of personal signature verification certificates reached 16.73% by the first quarter of this year, an increase of about 4% compared to last year.
The Personal Signature Verification System is a system where civil petitioners visit city hall and eup/myeon/dong community service centers in person, sign their name, and state the purpose, which the administrative agency then verifies.
When the individual writes their name in their unique handwriting, the administrative agency confirms that the signature is theirs.
The difference is that instead of stamping a seal, a signature is used, but it has the same effect as a seal certificate, which confirms the individual's identity and intent to transact.
The personal signature verification certificate does not require prior registration of a seal like a seal certificate, and can be issued at any eup/myeon/dong community service center or branch office nationwide by simply presenting an ID.
Since the individual must visit the issuing agency in person and sign by hand, it cannot be delegated to others, preventing fraudulent issuance.
When a seal is lost, there is no need to visit the resident registration office to register a new seal, and it is possible to specify the transaction counterpart, purpose, and agent.
After applying to use the issuance system by visiting an eup/myeon/dong community service center once initially, electronic personal signature verification certificates can also be issued through the Government24 website using a public certificate after identity verification.
Mayor Byeon Gwang-yong of Geoje City said, “Seal certificates are inevitably familiar to citizens, but there are risks of forgery and alteration, as well as cost burdens related to seal production and management,” and added, “We will continue to promote the personal signature verification system so that it can be well established.”
