[Asia Economy Reporter Jong-il Park] Yongsan-gu (Mayor Seongjang Hyun) has disclosed the 2021 disaster management status on the district website in accordance with Article 33-3 of the Framework Act on Disaster and Safety Management.


This is to strengthen administrative responsibility for disaster and safety management and to fulfill the residents' right to know.


The disclosed items include five categories: ▲disaster occurrence and recovery status of the previous year ▲disaster prevention measures performance ▲disaster management fund accumulation status ▲preparation and operation status of on-site action manuals ▲and other major matters.


The district first established systems such as an automatic voice notification system, automatic rainfall observation equipment, automatic water level warning system, disaster video surveillance system (CCTV), civil defense alarm facilities, satellite phones, and disaster safety communication networks to quickly share disaster information with residents and related organizations.


In particular, the number of automatic rainfall observation equipment was expanded from 2 to 5 locations, and a separate monitoring system (water level observation facilities) was installed at 24 sewer sites. The number of security CCTVs increased by 59, operating a total of 804 locations.


To establish a unified command and control system on-site with disaster response agencies such as fire and police, 11 PS-LTE (Public Safety LTE) disaster safety communication network terminals were secured. Communication training is conducted once a day.


The district also pays attention to disaster prevention public official education and training. Last year, 825 district officials participated in 27 courses including ‘Disaster Safety Practice,’ ‘Precision Safety Diagnosis of Civil Engineering Facilities,’ and ‘Public Institution Fire Safety Manager’ operated by the City Talent Development Institute and the Korea Fire Safety Institute.


Resident-targeted education (both online and offline) such as traffic safety instructor safety education, depression and suicide prevention education, life respect education, and child and adolescent sexual violence prevention education was conducted about 10 times.


Additionally, the district invested 19.9 billion KRW in road facility maintenance, elevated road safety inspections, sewer pipeline expansion and maintenance, sewer and rainwater inlet dredging, and rainwater pump station performance inspections to prepare for disaster occurrence, ensuring no negligence in stockpiling and designating disaster management resources.


Moreover, last year, seismic reinforcement projects were carried out at four rainwater pump stations, raising the seismic resistance rate of public facilities from the previous 50% (52 locations) to 54% (56 locations).


As of 2021, the district's disaster management fund secured 3.1 billion KRW, more than twice the statutory standard amount. It spent 1.3 billion KRW on purchasing COVID-19 quarantine supplies, newly installing 17 smart shade shelters for heatwave preparedness, and expanding disaster safety communication terminals.


Seongjang Hyun, Mayor of Yongsan-gu, said, “We are focusing administrative efforts on establishing a safety management system in accordance with the Framework Act on Disaster and Safety Management,” adding, “This year, all staff will unite to achieve zero disaster occurrence in the region.”


The district established a Major Disaster Prevention Team in January and has been conducting on-site inspections to prevent industrial and citizen disasters. It plans to establish a district functional continuity plan in the first half of the year to minimize damage caused by the interruption of core functions of local governments during crisis situations.
