Seoul City Councilor Kim Yong-seok held a press conference at 11 a.m. on the 25th of last month at Banghak 4-way intersection in Dobong-gu to announce his candidacy for the position of Dobong District Mayor.

Kim Yong-seok served as a Dobong District Council member for the 3rd, 4th, and 5th terms and became the youngest chairman nationwide at the age of 31.
Additionally, as a Seoul Metropolitan Council member for the 8th, 9th, and 10th terms, he proposed a total of 83 ordinances (including those proposed individually), and was the first in the nation to enact the Youth Basic Ordinance, which not only spread nationwide but also led to the enactment of the Youth Basic Act in 2020.

Kim Yong-seok, a country boy from Gyeongsang Province, married into Dobong District at the age of 25 and was elected as a Dobong District Council member at 27. At 31, he became the youngest chairman nationwide, which allowed him to oversee the entire Dobong District. Over 12 years and three terms, he gained a thorough understanding of Dobong’s administration and finances. During his three terms as a Seoul Metropolitan Council member spanning 12 years, he proposed an impressive 83 ordinances (including individual proposals). In 2014, he enacted the nation’s first Youth Basic Ordinance to support the harsh lives of young people, which spread nationwide and helped lead to the enactment of the Youth Basic Act in 2020. We will develop Dobong evenly and make it a modern city and metropolitan transportation hub!
We will fully develop the new economic centers in Chang-dong and Sanggye, build Korea’s first 20,000-seat K-POP dedicated Seoul Arena in Chang-dong, and establish ‘Seed Cube Chang-dong,’ a hub for startup cultural industries, without delay. We will closely cooperate with Seoul City and Nowon District to create a bio-industrial complex and attract Seoul National University Hospital on the site of the Sanggye-dong railway vehicle depot, which is part of a single living economic zone. We will promote the undergrounding of the GTX-C line and have it stop at Chang-dong Station, expedite the construction of the Ui-Banghak light rail, and push for the undergrounding of subway lines 1 and 4. We will establish a dedicated department to swiftly support redevelopment and reconstruction, expand commercial areas around stations, and formulate comprehensive development plans for the Seongdae Baseball Stadium and the Chemical Unit site. We will also establish a ‘Dobong District Mid- to Long-Term Balanced Development Comprehensive Plan’ to ensure no area is left behind and that development is balanced. In this way, Dobong will rise as Seoul’s Fourth Downtown, following Jung-gu (Jongno), Gangnam, and Yeouido.

We will make Dobong a future innovation education city where everyone is happy and moves in!
We will create many jobs in places that generate social value, such as solving the climate crisis and achieving carbon neutrality, revitalizing resident autonomy and community, eliminating welfare blind spots, and establishing care systems. We will establish an integrated job support center or job foundation and discover jobs related to digital transformation and carbon neutrality, making Dobong the “number one district in job economy.” We will build health centers in each zone such as Banghak-dong and Dobong-dong, establish a public brain lesion day care center, build a Dobong District Veterans Hall, improve the quality of childcare, foster an advanced culture for companion animals, completely rebuild Dobong Elementary, Chang-dong Elementary, and Sinchang Elementary as Green Smart Future Schools, expand education expense subsidies, hold youth career experience fairs, create a public family camping site, develop a dignified lifelong learning city, build a youth culture house in Banghak-dong, and operate children and youth human rights and democracy schools. We will make Dobong a happy education city for all, turning it into a place where people move in, not move out.

Dobong’s population, which once approached 380,000, has decreased to 316,000 as of February 2022, raising serious concerns about the district’s extinction due to population decline. We will vigorously promote the ‘Dobong District Address Acquisition Campaign’ and drastically supply housing for newlyweds and youth to prevent Dobong’s extinction. We will operate a visiting mayor’s office, establish a Dobong-style resident autonomy council model, strengthen volunteer center functions, build a public complex building in Ssangmun 1-dong, and construct a new resident center in Ssangmun 2-dong, realizing resident sovereignty through innovative and field administration based on participation and communication. We will expand hydrogen and electric vehicle charging stations, reduce waste by 30%, activate urban agriculture and expand eco-friendly urban gardens, modernize facilities at Choan Mountain and Ssangmun Neighborhood Park, create barrier-free hiking trails, and build a Dobong District Environmental Center, leading Dobong as an “energy-saving city.” We will build a cultural and arts center, expand support for cultural and artistic spaces, create a green energy cluster and an ecological cultural gateway city, restore Dobong Seowon and plan the restoration of Nuwon (Daragwon), establish a park golf course, expand budget support for sports organizations by category, and restore the Dobong Old Road, rebirthing Dobong as a vibrant cultural and sports city.
