5th Public and 4th Private Pre-Subscription Announcement
The Ministry of Land, Infrastructure and Transport announced on the 27th that starting with the recruitment announcement on the 28th, a total of 6,100 housing units will be supplied, including 1,800 units of public Newlywed Hope Town pre-subscription and 4,300 units of private sale pre-subscription.
The pre-subscription system is designed to advance the supply timing of sale housing supplied on public land, introduced to expedite the opportunity for homeownership for actual homebuyers without housing. Since July 2021, 32,000 public sale units and 7,000 private sale units have been supplied.
This year, a total of 70,000 units will be continuously supplied at a rate of more than 10,000 units per quarter. This time, 61,000 units will be supplied mainly in the 3rd phase new towns for public sales and in excellent locations mainly in the 2nd phase new towns for private sales.
◆ Newlywed Hope Town 1,840 units... Estimated sale price 300 million to 400 million KRW = This public pre-subscription will be conducted in popular areas such as 3rd phase new towns including Namyangju Wangsuk (582 units), Namyangju Wangsuk 2 (483 units), Incheon Gyeyang (284 units), and Incheon Gajeong 2 (491 units), supplying a total of 1,840 units of Newlywed Hope Town.
Units with a high demand from newlywed couples, with exclusive areas of 55㎡, will be supplied. A comprehensive childcare center equipped with childcare and educational facilities such as elementary schools, kindergartens, and national/public daycare centers will be installed. Childcare-specialized designs such as reduced floor noise, storage, and flexible floor plans will be applied. Additionally, major advantages include parking spaces for pregnant women, 100% underground parking lots, small libraries, and themed playgrounds.
First, a total of 1,065 units will be supplied in the northeastern metropolitan area new towns of Namyangju Wangsuk (A20 block) and Wangsuk 2 (A4 block).
Incheon Gyeyang New Town showed a high competition rate of 12.8 to 1 (Newlywed Hope Town) in the first pre-subscription last year, and this time 284 units (A17 block) will be supplied.
Incheon Gajeong 2 is a district supplied for the first time through pre-subscription, with 491 units (A2 block) to be supplied this time out of approximately 2,000 housing units (population about 5,000).
The estimated sale price is around 300 million to 400 million KRW, calculated through the sale price ceiling system including 'land cost + construction cost + additional costs.' Compared to surrounding market prices, it is expected to be priced at a relatively affordable level of 60% to 80%. The estimated sale price per pyeong (3.3㎡) is expected to be around 14 to 14.2 million KRW for Incheon Gyeyang and Gajeong 2, and around 15.4 to 16.48 million KRW for Namyangju Wangsuk and Wangsuk 2.
◆ 4th Private Pre-subscription 4,300 units... Sale price 300 million to 600 million KRW range = The 4th private sale pre-subscription will supply a total of about 4,300 units in 2nd phase new towns including Incheon Geomdan and Asan Tangjeong, as well as districts such as Uiwang Gocheon, Busan Jangan, Ulsan Daun 2, and Namcheongju Hyundo. All units will be 84㎡ or larger, and 154 units (4%) of large-sized units exceeding 100㎡ will also be supplied.
Incheon Geomdan district plans a total of 75,000 housing units, and Hoban Construction will supply a total of 941 units (815 units for pre-subscription) including exclusive areas of 84㎡ and 97㎡ in AB13 block.
Uiwang Gocheon district plans a total of 4,600 housing units, and Jeil Construction will supply a total of 900 units (810 units for pre-subscription) of exclusive 84㎡ in B-2 block.
Asan Tangjeong district plans a total of 2,700 housing units, and Daekwang will supply a total of 459 units (368 units for pre-subscription) including exclusive areas of 84㎡ and 103㎡ in 2-A12 block.
Busan Jangan district plans a total of 2,000 housing units, and Daebang will supply a total of 507 units (410 units for pre-subscription) including exclusive areas of 84㎡ and 110㎡ in B-3 block.
Ulsan Daun 2 district plans a total of 13,000 housing units, and Woomi Development Co., Ltd. will supply a total of 1,436 units (1,293 units for pre-subscription) of exclusive 85㎡ in B-2 block.
Namcheongju Hyundo general industrial complex plans about 881 multi-family housing units, and Hoban Construction will supply a total of 656 units (591 units for pre-subscription) of exclusive 85㎡ in B-1 block.
The private pre-subscription complexes are subject to the sale price ceiling system. According to the estimated sale price calculation, Incheon Geomdan is priced at 400 million to 500 million KRW by unit size (about 130 million KRW per pyeong), Uiwang Gocheon at 600 million KRW range (about 190 million KRW per pyeong), and Asan Tangjeong at 300 million to 400 million KRW range (about 110 million KRW per pyeong), which is 15% to 30% cheaper than nearby market prices.
Private pre-subscription refers to private housing supplied on public land. Of the total supply, 37% is allocated for general supply, and the remaining 63% is allocated for special supply such as newlyweds (20%), first-time homebuyers (20%), and multi-child families (10%).
In particular, compared to public pre-subscription (general 15%, special 85%), the higher proportion of general supply is expected to expand participation opportunities for various groups. About 1,200 units, accounting for 28% of the total supply, will be supplied by lottery, providing subscription opportunities for various groups including the 20s and 30s generation.
For both public and private pre-subscriptions, if you win, you cannot apply for pre-subscription in other regions, and you must maintain a no-homeowner status until the main subscription. Winners of pre-subscription can apply for or purchase other homes' main subscriptions, but if they do so, they cannot move into the home won through pre-subscription.
The mandatory residence period for regional priority supply must be fulfilled only by the time of the main subscription. Since the mandatory residence period and residence requirements vary depending on the size and location of the complex and whether it is designated as a speculative overheated district, applicants should carefully check the subscription announcement. Subscription applications are accepted online through the pre-subscription website. However, on-site applications will also be available for the elderly and others.
