[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) conducted a "Visiting Pre-Consulting Touring Education" on the 22nd for its public officials to establish a proactive administrative public service culture.
This training, hosted by the Ministry of the Interior and Safety, was attended by about 100 public officials from Eunpyeong-gu and was conducted as a non-face-to-face online video education considering the COVID-19 situation.
"Pre-Consulting Audit" is a preventive audit system that supports proactive administration by public officials. Audit organizations review the legality and validity of tasks in advance and provide opinions on processing directions so that public officials can perform proactive administration without the burden of audits.
This training was conducted on topics related to the proactive administration protection and support system, including "Overview of Proactive Administration Support System," "Proactive Administration Exemption System," and "Pre-Consulting Audit System," to help practitioners understand and utilize them.
The district expects that this training will reduce the burden public officials may feel about proactive administration and help establish a proactive administrative culture within the organization.
A public official who participated in the training said, "I had difficulties in actively interpreting laws and handling tasks due to the burden of audits. This training was very helpful in resolving the previously unclear parts," and added, "I will work with a more proactive attitude to improve residents' lives and resolve the difficulties they face."
A district official said, "We will select key proactive administration tasks to enhance residents' convenience and resolve inconveniences," and added, "We will do our best to spread resident-experienced proactive administration through decision-making support and selection of excellent cases."

Geumcheon-gu (Mayor Yoo Sung-hoon) will newly establish a forest experience center for toddlers in the Doksan district of Gwanaksan Neighborhood Park (Mansucheon Park) by the end of March and open it in April.
The newly introduced toddler forest experience center will be built on a 10,000㎡ area in Mansucheon Park, located at San 89-7, Doksan-dong. Facilities such as rope play equipment, an Indian house, a cylindrical slide, rope climbing, log crossing, and shelters for children's safety will be installed so that toddlers in the city can freely play in the forest and experience nature.
Geumcheon-gu will assign forest education instructors here to operate professional forest experience programs. In March, 20 daycare centers and kindergartens will be recruited to participate in the program, with up to 25 children per institution allowed to apply.
The only existing toddler forest experience center in the area, "Bejjang-i Toddler Forest Experience Center," has been operating since 2014 and was very popular last year with about 10,000 participants and high satisfaction. Bejjang-i Toddler Forest Experience Center is scheduled to open in March.
Geumcheon-gu expects that the new toddler forest experience center in Mansucheon Park will receive great responses from children and parents.
Yoo Sung-hoon, Mayor of Geumcheon-gu, said, "With many restrictions on outdoor activities due to COVID-19, we have expanded toddler forest experience centers so that children can come into contact with nature," and added, "I hope children can physically feel and heal through forest experiences."

Geumcheon-gu (Mayor Yoo Sung-hoon) announced that it will lease ecological vegetable gardens to residents and local educational institutions from March 7 to 17.
Geumcheon-gu operates urban agriculture experience sites around Anyangcheon Geumcheonhan-naegyo Bridge (719-5, Doksan-dong, left bank) and 332 Haandong, Gwangmyeong City, so that residents can experience farming by cultivating and growing crops in the city.
The vegetable gardens created around Anyangcheon Geumcheonhan-naegyo Bridge will be leased in 350 plots of 10㎡ each, one plot per household. Applicants must reside in Geumcheon-gu during the application period (March 7?17). For local educational institutions such as daycare centers and elementary, middle, and high schools, 50 plots will be leased at 332 Haandong, Gwangmyeong City, with 1 to 2 plots per institution. The leasing fee is 30,000 KRW per plot per year.
Individuals or educational institutions wishing to lease can apply through the integrated reservation service on the Geumcheon-gu Office website or visit the Park and Greenery Division of the district office.
The final participants will be selected by a public lottery held on March 22, not on a first-come, first-served basis. The lottery results will be posted on the district office website and notified individually.
Meanwhile, in addition to leasing vegetable gardens, Geumcheon-gu operates eight sets of shared camping experience vegetable gardens at 322 Haandong, Gwangmyeong City, for residents. Each set can be used by six people, and the fee is 5,000 KRW. The application period will be announced separately.
The Geumcheon Urban Agriculture Experience Center will open on April 16 and operate until the end of November. Geumcheon-gu will provide various events for individuals and groups who lease vegetable gardens, including pre-farming education, seedling provision, vegetable garden showcase events, and award ceremonies.
