[Asia Economy Reporter Kim Daehyun] The court has accepted the suspension of enforcement (stay of effectiveness) application for the quarantine pass for exhibitions and fairs in Gyeonggi-do.


On the 17th, the 1st Administrative Division of Suwon District Court (Chief Judge Jeong Deoksu) approved the suspension of enforcement application filed by the organizer of the Pregnancy, Childbirth, and Childcare Fair against the Governor of Gyeonggi-do on the 11th. Accordingly, the quarantine pass for exhibitions and fairs in the province will be temporarily suspended until the first trial ruling on the main administrative lawsuit is announced.


The court stated, "It is recognized that there is an urgent need to prevent irreparable damage to the applicants caused by this disposition," and "It is difficult to see that suspending its effect would seriously affect the public welfare." "Considering the scale of exhibition halls and fair venues with a floor area of 4,000㎡ or more and a ceiling height of 10㎡ or more, there is a possibility that the applicants' professional freedom is excessively infringed."


Earlier, when the Seoul Administrative Court approved the suspension of enforcement application for the quarantine pass for department stores and large marts, Gyeonggi-do lifted the quarantine pass application for six facilities including department stores and large marts. However, the guidelines for exhibitions and fairs were not changed.
