Selected as Gyeongnam's First Excellent Institution... Perfect Scores in 5 Areas Including Leadership and Organizational Culture Innovation
[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Geochang-gun, Gyeongnam Province, was selected as an excellent institution in the ‘2021 Local Government Innovation Evaluation’ hosted by the Ministry of the Interior and Safety.
The county has been selected as an excellent institution in the local government innovation evaluation from 2018 to 2021, making it one of the 22 local governments nationwide recognized as an ‘excellent institution for 4 consecutive years.’ It is the only one in Gyeongnam to be selected as an excellent institution for 4 consecutive years.
The local government innovation evaluation assesses the efforts and achievements of regional innovation for 243 local governments nationwide (17 metropolitan and 226 basic). This year, the evaluation was conducted on 14 indicators across 5 categories: ▲institutional autonomous innovation ▲inclusive administration ▲participation and cooperation ▲trusted government ▲innovation diffusion and public perception.
For a fair and objective evaluation, the ‘Local Government Innovation Evaluation Group’ composed of private experts and the ‘Public Evaluation Group’ recruited from the general public participated to assess each local government’s innovation performance. The county received excellent scores across all indicators.
It received perfect scores in five areas including the institution head’s innovation leadership and organizational culture innovation. In the ‘institution head’s innovation leadership’ category, efforts to present the innovation vision and cases of sharing innovation achievements by the institution head stood out.
The evaluation group highly praised the presentation of the innovation vision through ▲the 3rd anniversary press conference of the inauguration ▲the open report meeting on the major administrative plans for 2022 with residents ▲the institution head’s interviews for administrative innovation ▲the operation of a communication mayor’s office that communicates and empathizes with residents ▲and the promotion of town and township tours to share innovation achievements with residents.
As examples of ‘organizational culture innovation,’ the submitted cases of ▲operating the Geochang-gun innovation group ‘Miraero’ ▲employee psychological counseling program (EAP) ▲and the establishment of a smart village broadcasting system were evaluated as systematically diagnosing and improving the organization’s culture and building a smart work environment.
Also, as an ‘autonomous innovation task,’ the submitted case of ▲Geochang apple’s 90 years, an agricultural policy innovation for a new leap, was recognized as a case that produced results tailored to local conditions and characteristics this year as well as last year.
The case submitted as ‘eliminating blind spots in public services,’ ▲the nation’s first operation of a dementia prevention program at all health clinics ▲and the establishment of the Geochang-type community integrated care model also received high scores.
In addition, the county received excellent evaluations in items independently assessed by central government departments, such as ▲‘best’ in public resource open sharing service evaluation ▲‘excellent institution’ in resident participation budget system evaluation ▲and ‘best’ in regional welfare project evaluation, ultimately achieving a score of 80.6, far exceeding the county average (63.3 points).
County Governor Gu In-mo said, “We will pursue sustainable innovation for residents in response to the rapidly changing future and will continuously strive as a leading institution of regional innovation.”
Local governments with outstanding innovation promotion achievements are expected to receive commendations from the President, Prime Minister, and Minister of the Interior and Safety, along with financial incentives.
