[Asia Economy Reporter Lee Hyun-joo] Yoon Seok-yeol, the presidential candidate of the People Power Party, announced on the 28th a pledge to build the world's largest 'cloud computing infrastructure' to foster the artificial intelligence (AI) industry. In line with the digital transformation era triggered by the 4th Industrial Revolution, he plans to establish a 'digital platform government' and also lay the legal groundwork for mobility service industries such as drones.


On the same day, Yoon held a presentation on South Korea's digital economy vision for the 'digital earth era' at the People Power Party headquarters, stating, "We will strengthen the digital economy strategic alliance so that South Korea can leap forward as a digital economic hegemon," and presented six practical promises.


Yoon pledged to introduce AI into public education, including administration, and the national defense sector. In particular, he aims to actively utilize it in government systems to build a digital platform government and even foresee exports. Previously, Yoon stated that by analyzing big data with AI, "we will provide customized services tailored to the complex and diverse demands of the people," and "achieve world-class administrative efficiency in all areas of administration such as quarantine, welfare, healthcare, and budgeting."


He also proposed measures to ensure balanced development of key industries leading the digital economy. To this end, the public IT procurement project, which was worth 5 trillion won as of 2020, will be increased to 10 trillion won. To expedite the construction of digital infrastructure, he plans to promote the MyData industry and strengthen private cloud priority policies.


He will actively support the digital convergence industry through fostering next-generation semiconductor industries and mobility, and establish the legal basis for the 'mobility service' industry. Regulations for introducing new transportation means such as drones will also be improved. At the same time, a response system for building a cyber safety net will be established. The plan includes building a unified national cyber response system and leading the cultivation of security talents.


At this event, Yoon also announced a pledge to nurture one million digital future talents. To this end, he proposed expanding universal software education, increasing the quota for digital-related departments, and establishing fully government-funded digital gifted schools.


Following the policy announcement, Yoon will hold an ICT innovation strategy forum in the afternoon with ICT researchers and venture entrepreneurs. He plans to emphasize guaranteeing autonomy and creativity in the private sector and thereby providing "continuous challenges and opportunities." He will also highlight support measures so that our companies can lead data and virtual spaces, known as the "third oil," as the world's best electronic government.
