[Asia Economy Reporter Kim Hyemin] A 28-story residential-commercial complex will be built on the site of E-Mart in Sangbong-dong, Jungnang-gu, Seoul. Among the units, a total of 12 households will be supplied as 'Sangsaeng Housing,' one of the campaign pledges of Seoul Mayor Oh Se-hoon.


On the 25th, the Seoul Metropolitan Government announced that it passed the architectural review for the 'Sangbong 9-I Preservation Management Zone Residential-Commercial Complex New Construction Project' at the 3rd Architectural Committee meeting.


Accordingly, the site will be transformed into a residential-commercial complex facility with 7 basement floors to 27 above-ground floors, including 254 apartment units, 190 officetel units, and low-rise commercial facilities. Construction permission is expected in September this year, with construction starting in 2024 and completion scheduled for 2027.


The site is located in the center of the Sangbong Redevelopment Promotion District and is adjacent to Mangu Station, where the Gyeongui-Jungang Line and Gyeongchun Line pass. It is also close to Sangbong Station, served by the Gyeongui-Jungang Line, Gyeongchun Line, and Line 7. The Seoul Metropolitan Government expects this to contribute to urban revitalization in conjunction with the redevelopment project of the Sangbong Terminal site.


In particular, Sangsaeng Housing will be introduced for the first time in Seoul on this site. Sangsaeng Housing is a method where the land is leased from private developers for 20 years, and only the building is purchased and supplied as public housing, a concept first proposed by Mayor Oh during his candidacy.

Sangsaeng Housing will consist of 12 units, about 5% of the 254 apartment units. Seoul plans to purchase the building upon completion and utilize it as long-term lease housing. The housing type is planned to be 84㎡ exclusive area, which is highly preferred, and the unit numbers will be assigned by lottery during the apartment sales.


The city will use this as a starting point to actively promote the Sangsaeng Housing project. This year, operational standards will be established, and a pilot project will be promoted through a public contest for target sites.


Kim Seong-bo, Director of the Seoul Housing Policy Office, said, "We expect this project to serve as an opportunity to demonstrate that public housing supply is possible through various forms of private-public cooperation." He added, "We will further supplement and develop the Sangsaeng Housing project through future standard improvements and expand it."
