Daegu City Council completed its first regular personnel appointment following the independence of personnel authority on the 25th and awarded appointment letters to 26 individuals.

This marked the completion of the first regular personnel reshuffle following the independence of personnel authority.
The council implemented the personnel changes focusing on establishing a human resource foundation to lead the era of Autonomy and Decentralization 2.0 and strengthening policy capabilities, in accordance with the revised Local Autonomy Act enforced on the 13th, which includes the independence of personnel authority for local councils and the introduction of specialized policy support personnel.
First, policy support officers, introduced to assist council members' legislative activities, were selected considering their capabilities and experience, and were assigned to the Expert Committee Office for easier close support of council members.
A dedicated team was newly established in the Culture and Welfare Committee and began pilot operation. According to relevant laws, policy support officers will be assigned within 50% of the number of council members, with 7 assigned this year and 8 next year, totaling 15.
To effectively respond to the independence of personnel authority, the council introduced the 'Draft' method of personnel management for the first time, reflecting both individual employees' and departments' preferences.
After surveying all employees on their desired departments, department heads directly selected the employees they would work with, which is known to have enhanced organizational competitiveness and cohesion.
Jang Chan-ho was reappointed as the Legislative Officer, whose term expired on February 10.
The council expects Officer Jang to play a significant role in strengthening stability and expertise in the legislative policy field based on his abundant practical experience.
