Construction of Various Facilities Including Performance Hall and Future Talent Development Center on Public Contribution Land
[Asia Economy Reporter Jongil Park] The development project of Seobu Truck Terminal is gaining momentum. The project operator, Seobu TND, recently established the ‘Urban High-tech Logistics Complex Plan’ and submitted it to the Seoul Metropolitan Government.
In 2016, Seobu Truck Terminal was selected as one of six pilot sites for the ‘Urban High-tech Logistics Complex’ by the Ministry of Land, Infrastructure and Transport. The ‘Urban High-tech Logistics Complex’ is a system introduced to allow private capital to build complex facilities or buildings on urban terminal sites, reorganizing outdated logistics and distribution facilities into integrated logistics, distribution, and high-tech industry complexes.
Since being selected as a pilot site, there were high expectations that expanding infrastructure facilities for residents at the terminal, which had been perceived as an undesirable facility, would revitalize regional development. However, due to conflicts over institutional interpretations, the project struggled to gain momentum for over five years.
Yangcheon-gu has formed a strong consensus through multiple consultations with the project operator to develop Seobu Truck Terminal into a future-oriented high-tech logistics hub. Based on this, the project operator Seobu TND applied to the Seoul Metropolitan Government for approval of the Urban High-tech Logistics Complex Plan. Once approved through the integrated review by the Logistics Complex Planning Committee in the second half of this year, the project is expected to proceed in earnest with a target completion date of December 2026.
First, as part of the urban high-tech logistics complex logistics facilities, ▲ fulfillment logistics center ▲ community-shared warehouse ▲ smart-linked logistics system will be established. Through the construction of lifestyle-oriented and future city-type high-tech logistics infrastructure, it is expected to foster a high value-added logistics industry.
Fulfillment refers to a ‘comprehensive logistics outsourcing service’ where a logistics specialist company handles all processes on behalf of sellers, including packaging and delivery according to orders, storage, inventory management, exchanges, and refunds.
Additionally, as part of public contributions, facilities for residents’ convenience such as a performance hall and a future talent development center will be built. The performance hall, with an area of 12,000㎡, will be capable of hosting musicals, pop music concerts, and other performances, providing diverse cultural content to Yangcheon-gu residents and nearby communities. The future talent development center will operate as a support center for education and startups related to the 4th Industrial Revolution, including big data analysis and VR development.
Furthermore, residential facilities such as apartment complexes and officetels, as well as a large shopping mall, will be developed together.
Kim Sooyoung, Mayor of Yangcheon-gu, said, “Once the Seobu Truck Terminal Urban High-tech Logistics Complex is established, it is expected to become a landmark representing the southwestern region as a complex facility where cultural enjoyment is possible.” He added, “Yangcheon-gu will continue to work closely with the Seoul Metropolitan Government to ensure the development project progresses smoothly.”
