According to local media such as CNN, on the 20th (local time), President Biden met with reporters at the White House and explained the background of his remarks from the previous day, stating, "Russian President Vladimir Putin knows this absolutely clearly." He emphasized, "If the amassed troops cross the Ukrainian border, that is an invasion," and in that case, Russia will face harsh and coordinated economic responses.
At a press conference marking his first year in office the day before, President Biden said that if Russia invades Ukraine, the U.S. and its allies would impose super-strong sanctions, but also mentioned, "If it is a situation where there is a minor incursion and the U.S. and allies need to discuss what measures to take, that is another matter." This remark was interpreted as meaning that if Russia conducts a minor level incursion, a strong response might not be taken, leading to ongoing controversy.
This not only showed that no agreement had yet been reached among allies but also suggested a lower level of response to provocative attacks that are not full-scale war. The New York Times (NYT), citing experts, pointed out that "the lack of unity between the U.S. and Europe could embolden President Putin further."
