"Check Electronic Documents via Text Message" Three Major Telecom Companies Jointly Launch Official Notification Text Service

[Asia Economy Reporter Eunmo Koo] The three major telecom companies are launching a mobile electronic notification service that converts paper mail notifications and announcements sent by public and private institutions into electronic documents and sends them via text messages (MMS, RCS).

SK Telecom, KT, and LG Uplus announced on the 11th that they will jointly launch the 'Certified Notification Message' service.

Electronic documents sent through the Certified Notification Message are legally recognized as having been notified, similar to offline registered mail, under the 'Electronic Documents and Electronic Transactions Act.'

Sending institutions can send notifications even to customers whose phone numbers are unknown, and recipients do not need to install a separate app on their smartphones, unlike other certified electronic document intermediary services, resulting in higher coverage and delivery rates.

Customers can conveniently and quickly check electronic notifications through their messaging apps, and document contents can only be accessed through identity verification, ensuring safety against personal information leaks due to lost or damaged mail.

The Korea Environment Corporation sends reminders to refrain from operating old diesel vehicles whenever a fine dust warning occurs in winter, and local governments under the Seoul Metropolitan Government send civil defense drill notices via Certified Notification Messages, which has improved work efficiency through immediate processing compared to traditional mail delivery.

This Certified Notification Message service is based on the certified electronic document intermediary system acquired by the three telecom companies. They jointly operate a load distribution system to ensure that certified electronic documents are delivered safely and promptly to customers.

In the future, the three telecom companies plan to introduce a 'Certified Notification Message Electronic Document Box' within the default messaging inbox to allow customers to easily check and view certified electronic documents, and each company will operate its own Certified Notification Message website.

The three telecom companies expect that the Certified Notification Message service will contribute to environmental protection by reducing paper mail volume and enhance ESG value by lowering social costs.

Meanwhile, the dedicated institution for certified electronic document intermediaries conducts annual system security and personal information protection inspections for each intermediary operator to protect users. The three telecom companies plan to lead the creation of a safer electronic document distribution ecosystem by following the guidelines of the dedicated institution for their Certified Notification Message service.
