P2E Regulation Improvement Opens... Ruling Party to Visit Com2uS Headquarters Com2us Office Interior


The political sphere is drawing attention as it shows interest in ‘Play to Earn (P2E)’ games that incorporate blockchain technology, raising expectations for potential regulatory improvements.


On the 6th, according to the National Assembly and the IT industry, the Future Economy Committee of the Democratic Party of Korea will visit the headquarters of Com2uS located in Gasan Digital Complex, Seoul, on the morning of the 7th. Committee Chairperson Lee Kwang-jae and Park Young-sun, former Minister of SMEs and Startups and Chairperson of the Digital Innovation Grand Transformation Committee, will meet with Com2uS CEO Song Jae-joon and employees to hear about current issues.


Com2uS previously announced plans to lead the global P2E game market by utilizing the intellectual property (IP) of its flagship title, Summoners War. The P2E model allows users to earn tokens through gameplay and trade game items via non-fungible token (NFT) platforms, converting them into cash. Com2uS plans to apply a blockchain system to Summoners War: Chronicles, granting users ownership rights over items and in-game currency acquired during gameplay.


Leading domestic game companies such as Com2uS, NCSoft, Netmarble, and Wemade have also identified P2E model games as future growth engines. However, the business environment remains uncertain in South Korea. The Game Rating and Administration Committee (GRAC) has taken measures such as canceling ratings for blockchain games due to concerns over gambling. According to GRAC, current laws prohibit promoting gambling by offering prizes.


As a result, Natris’s game Infinite Breakthrough Three Kingdoms recently had its rating canceled, and previously, Sky People’s Five Stars for Klaytn faced the same sanction and is currently pursuing administrative litigation. Some game companies are choosing not to release games domestically and are instead focusing overseas. Wemade, for example, applied the P2E model only to the global version of MIR4 and released its new title Galaxy Tornado in 174 countries excluding South Korea and China.


Within the industry and among users, voices are growing louder, saying, "Blockchain games have become a global trend," and calling for domestic access. Recently, positive messages from the Democratic Party have raised industry expectations. Democratic Party presidential candidate Lee Jae-myung recently made a favorable remark about P2E games, saying, "Since it is a global trend, there is no need to view it negatively." Democratic Party lawmaker Yoon Young-chan also criticized the GRAC the day before, calling its decision "a regressive move that fails to properly understand the times," and pointed out that "P2E games are digital content creation activities." A Democratic Party official said, "We will listen to the voices of the younger generation in the industry and discuss policy measures to revitalize the industry," adding, "Rather than imposing unconditional sanctions on P2E games, we intend to establish guidelines."
