Gyeonggi Province Affiliated Agencies' Integrity: 'Internal and External Evaluations Decline, Anti-Corruption Policies Rise'


[Asia Economy (Suwon) = Reporter Lee Young-gyu] The overall integrity score of 29 affiliated organizations in Gyeonggi-do showed a slight increase compared to the previous year. However, evaluations of internal and external integrity declined.


Gyeonggi-do announced on the 6th that the results of the "2021 Gyeonggi-do Public Service Related Organizations Integrity Evaluation," conducted on 29 public service-related organizations under the province, showed an overall integrity score of 8.76 points (out of 10), an increase of 0.26 points from 8.50 in 2020.


Since 2015, when it first introduced an independent integrity survey for affiliated public institutions nationwide, the province has conducted this evaluation annually.


The evaluation areas include three categories: ▲ "External Integrity," assessed by residents who have experienced administrative services ▲ "Internal Integrity," assessed by internal employees ▲ and "Anti-corruption Policy Evaluation," which assesses each institution's efforts to prevent corruption.


In the overall institutional integrity evaluation, external integrity scored 9.34 points, down 0.08 points from the previous year, and internal integrity scored 7.64 points, down 0.17 points. On the other hand, the anti-corruption policy evaluation rose by 0.77 points to 9.12 points. The comprehensive integrity score of 8.76 points reflects these three evaluation scores along with deductions for two factors: the occurrence of corruption incidents and acts undermining trust.


By institution, there were no first-grade institutions in 2021, continuing from 2020. Second-grade institutions included Gyeonggi Tourism Organization, Gyeonggi Technopark, Gyeonggi-do Economic Science Promotion Agency, Korea Ceramic Foundation, Gyeonggi Job Foundation, Gyeonggi Agricultural and Marine Products Promotion Agency, Gyeonggi Suwon World Cup Stadium Management Foundation, Gyeonggi Women and Family Foundation, and Next Generation Convergence Technology Institute. The remaining institutions were classified as third to fourth grade. Gyeonggi Art Center and Gyeonggi Daejin Technopark received fifth grade.


Additionally, institutions such as Gyeonggi Volunteer Center, Gyeonggi Transportation Training Institute, DMZ International Documentary Film Festival, Gyeonggi Social Service Institute, and Korea Gyeonggi Corporation, which assessed anti-corruption capabilities including institutionalization of internal corruption control devices and corruption impact assessments, recorded 7.07 points, an increase of 0.94 points from the previous year.


A provincial official stated, "Despite the decline in external and internal integrity scores, the establishment of institutional foundations for corruption prevention within organizations and integrity education were reflected in the anti-corruption policy evaluation, driving the rise in overall integrity scores." He added, "The 'Integrity Mentoring System,' where high- and low-ranking institutions share excellent systems, contributed to improving the overall integrity level of public service-related organizations."
