Dobong-gu's 17 Sustainable Development Goals, a 6-Year Journey, and a Better Future?


[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Lee Dong-jin) held the '2021 Dobong-gu Sustainable Development Policy Forum' on the 14th at Seoninbong Hall on the 2nd floor of the district office under the theme 'Dobong-gu's 17 Sustainable Development Goals, a 6-year journey and a better future.'


This event was prepared to mark six years of promoting sustainable development in Dobong-gu, to share the achievements with residents, and to explore future directions for sustainable development in Dobong.


The policy forum included ▲a pre-event musical performance 'We Are Together!' ▲sharing of 2021 sustainable development achievements (1. Sustainable Development Education Program Contest 2. International ESD Youth Project ‘Neuru’ 3. International ESD University Student Exchange 4. ESD Specialist Instructor Training Project 5. Final sharing of National Policy Service Design achievements) ▲expert discussions on sustainable development policies. Side events included ▲a photo exhibition and photo zone showcasing six years of Dobong-gu's sustainable development journey ▲making eco-friendly diffusers ▲Christmas wreath making and other experiential content.


Dobong-gu plans to actively incorporate the discourse from local residents and experts raised at this forum into the creation of a sustainable development hub city.


Dobong-gu was the first basic local government in the country to enact the Sustainable Development Basic Ordinance in 2015 and has been striving to reflect the values of sustainable development throughout its administration. Recognizing these efforts, in 2020, it became the first autonomous district in Seoul to receive certification as a Regional Centre of Expertise (RCE) on Education for Sustainable Development from the UN University.


Mayor Lee Dong-jin of Dobong-gu said, “While we have focused on establishing sustainable development values among local public and private sectors so far, we expect to play a greater role as a sustainable development education hub city in the future. We will do our best to share know-how and spread sustainable development values through active exchanges with domestic and international local governments and related organizations.”

Park Sung-soo, Mayor of Songpa-gu, met with young people on the 13th at Lotte World Tower SKY31 during the ‘2021 Songpa Youth Policy Performance Report’ (hereafter, the performance report) to share achievements and communicate.


At the event, Mayor Park said, “We will spare no effort to support young people so that their voices are realized into effective policies and Songpa becomes a strong support for their vigorous start.”


The performance report was organized to share the activities and achievements of youth projects directly participated in by young people, such as ▲Songpa Youth Network ▲Songpa Youth Startup Challenge Project ▲Songpa ICT Youth Startup Support Center, and to discuss future plans.


Previously, the district began full-scale youth policy implementation by forming the Songpa Youth Network in 2019. Composed of 38 young people, the network held a total of 75 online and offline meetings this year, proposing tasks in divisions such as jobs, places to stand, play and work, and promotion.


As a result, proposals from the Songpa Youth Network led to achievements such as ▲holding the Songpa Youth Festival ‘I’M BLANK FESTIVAL’ ▲operating the Songpa youth employment and startup mentoring platform ‘Songpul’ and other policies and projects.


Additionally, various activities were carried out, including ▲appointing more than 15% youth members to various policy decision, deliberation, and advisory committees operated by the district through the ‘Youth Committee Appointment System’ ▲launching the ‘Songpa Youth TV’ YouTube channel.


Especially, Mayor Park stated, “We will systematize the relatively inactive ‘Youth Committee Appointment System’ and actively promote the recruitment of youth members. We will discover policies reflecting youth opinions and do our best to ensure these policies contribute to local community development.”


Moreover, ㈜Gochawon, participating in the ‘Songpa Youth Startup Challenge Project,’ and ㈜Tago, residing in the ‘Songpa ICT Youth Startup Support Center,’ shared their achievements and experiences.


Gochawon representatives Go Sung-jun and Cha Dong-geun said, “From June to November this year, participating in the Songpa Youth Startup Challenge Project, we succeeded in entering platforms such as Naver Smart Store, Olive Young, and LOBs, doubling users, customers, and sales.” Tago representative Kim Soo-bin also shared, “Thanks to various support after moving into the Songpa ICT Youth Startup Support Center, we held exhibitions in large complex shopping malls and were finally selected for collaboration with large companies in the OLED healthcare field.”


Additionally, through the ‘Hope Tree Performance,’ Mayor Park and young people communicated about their New Year’s wishes for 2022 and future youth policies. Young people expressed, “The district’s youth policies gave me courage to challenge employment and startups,” “I hope the youth network becomes more active so talented people in Songpa can collaborate,” and “I hope policies and projects are widely publicized so more young people can benefit.”


Mayor Park also wrote the message “I will make Songpa a place where youth want to live” on the hope tree in response to a question about New Year’s wishes and youth policy plans.


He added, “We will continue to discover diverse and effective youth policies to encourage youth participation and do our best to enrich the lives of Songpa’s young people.”

Yongsan-gu (Mayor Seong Jang-hyun) will start a district news text alert service from December 17. The service aims to provide local information via text messages so residents can conveniently access necessary administrative services.


To minimize sending errors due to excessive message size, the district will focus on text-based core information lists and direct links to detailed information sources, using KakaoTalk notification messages or SMS.


Information provided includes ▲administrative information (COVID-19 prevention guidelines, additional vaccinations, recycling waste disposal instructions) ▲major district events (Senior Citizens’ Day events, Itaewon Global Festival) ▲key district administration (facility openings, support projects), offering various practical information.


Messages will be sent once every two weeks to subscribers who have consented to receive information on the district website and new applicants through the website.


To expand the recipient base, from December 17 to January 15, a lottery event will award mobile coupons (5,000 KRW) to 200 new applicants.


A district official said, “Currently, there are seven SNS channels delivering district news. We expect synergy effects such as increased SNS users through this service.”


As of December, the total number of subscribers to district SNS channels is 45,946. The district promotes its administration through ▲Facebook (6,144) ▲Naver Blog (13,124) ▲Instagram (4,095) ▲Twitter (12,572) ▲YouTube (5,170) ▲Naver TV (100) ▲KakaoTalk Channel (4,741).

Gangseo-gu, Seoul (Mayor Noh Hyun-song) announced on the 17th that it will hold the ‘2021 Gangseo Cooperation Performance Sharing Meeting’ online to promote a culture of public-private cooperation.


This performance sharing meeting was prepared to share the achievements of cooperative projects carried out throughout the year and to seek directions for next year’s projects through feedback.


Under the subtitle ‘Between Us? A Relationship Made Through Cooperation,’ comedian Kim Sung-won, famous for English comedy, will MC the talk show ‘Knowing Cooperation.’


The talk show will cover a total of 11 projects conducted through public-private cooperation this year, including the ‘Resident-led Resource Circulation Village Creation (2021 Cooperation Strategy Project).’ The first part will cover five projects, and the second part six projects.


One representative from each project will participate as a panelist to introduce the achievements, experiences, and know-how of their cooperative projects. Afterwards, residents’ questions via comments will be addressed, providing an opportunity for communication.


Additionally, singer-songwriter Cha Bit-na will perform to uplift residents exhausted by COVID-19, and a promotional video creatively presenting Gangseo cooperation will be shown.


Any resident interested in Gangseo cooperation can participate by accessing the Gangseo Cooperation YouTube channel ‘Gangseo Cooperation TV’ by 3:20 PM on the day of the event and can engage in real-time via comments.


A district official said, “We thank the cooperation committee members who have done their best to solve community problems despite the prolonged COVID-19 situation. We will continue to actively support solving local issues through public-private cooperation.”

With the Seoul Metropolitan Office of Education signing an agreement with Seoul City and the Seoul Association of District Mayors to support free meals for kindergartens, eco-friendly free meals for kindergarten students in Dongdaemun-gu will be fully implemented from next year.


Dongdaemun-gu (Mayor Yoo Deok-yeol) will support meal costs for one lunch per semester for all kindergarten students in public and private kindergartens within the district, regardless of establishment type or size, starting next year.


This will benefit 2,669 students (as of April 1) across 27 kindergartens, including 9 public kindergartens (including newly established ones in 2022) and 18 private kindergartens.


Following a partial amendment to the School Meals Act (January 30, 2020), the scope of school meal recipients expanded from elementary, middle, and high school students to include young children, enabling free meals for kindergarten students.


The district expects that supporting free meals for kindergartens will promote the health of young children and reduce parents’ meal expenses.


Mayor Yoo Deok-yeol of Dongdaemun-gu said, “After 10 years since the implementation of free meals, it has now expanded to kindergartens, completing universal educational welfare. With full implementation of free meals from kindergarten through high school, all young children and students in Dongdaemun-gu can receive meals without discrimination. I am very pleased. I hope school life normalizes soon so children can enjoy the benefits of free meals and grow healthily. We will continue to do our best to improve school meal environments and provide high-quality meals.”

Gangdong-gu (Mayor Lee Jung-hoon) is holding the ‘2021 Gangdong Sculpture Symposium’ until the 20th from 10 AM to 6 PM in front of Amsa History Park Plaza.


The event is held under the theme ‘The Rising Sun Again,’ symbolizing Gangdong-gu’s image as the first place in Seoul where the sun rises and expressing hope and expectations for the daily life to be regained after COVID-19.


The ‘Gangdong Sculpture Symposium’ differs from traditional exhibitions that display completed sculptures by showing artists creating works on-site, stimulating their creative desire and providing audiences with a deeper artistic experience.


Participating artists include ▲Kim Taek-gi, famous as the ‘Taekwon V artist’ ▲Kim Byung-kyu, a pop artist storyteller about cities and humans ▲Nam Ji-hyung, who expresses fresh artistic sensibilities about ‘circulation and new beginnings.’


Resident participation programs include a resident docent program conducted by Gangdong residents every Tuesday, Thursday, and Saturday from 2 to 4 PM, and sculpture neon sign making and clay sculpture making experiences from Tuesday to Sunday, 10 AM to 6 PM.


On the 17th, from 2 to 4 PM, a ‘Cultural Forum’ will be held at the Amsa Prehistoric Museum, where art experts and residents can meet directly. The program includes two lectures to help residents understand the sculpture genre, which may have seemed distant: ‘Diversity of Contemporary Art and Trends in Plastic Arts’ and ‘How to Enjoy Sculpture in Daily Life.’

Jongno-gu has planned performances and ornament-making programs suitable for the whole family during the year-end and Christmas season.


From the 16th to the 26th, the Jongno Children’s Theater (91 Sungkyunkwan-ro) will present the family musical ‘Scrooge the Miser - A Christmas Carol,’ a reimagining of Charles Dickens’ classic ‘A Christmas Carol.’


The performance depicts Grandpa Scrooge’s journey on Christmas Eve as he experiences a special event that leads him to find true happiness. The production brings together Kim Sook-hee, a leading figure in Korean children’s theater as artistic director, director Lee Byung-hoon, and veteran cast members, along with the Jongno-gu Children’s Choir ensemble, ready to captivate audiences.


After two difficult years due to the prolonged COVID-19 pandemic, the show aims to help families reaffirm their love and offer warm comfort and emotion this winter.


The Jongno Children’s Theater, established in 2016 as the first public theater dedicated to children by a local government, produces at least one new work annually and offers various self-planned performances and early childhood cultural arts education programs. It currently operates under enhanced safety measures, including family seating distancing, prioritizing audience safety.


Tickets for the family musical ‘Scrooge the Miser’ can be purchased via the Children’s Theater website and Interpark. All seats are 30,000 KRW. On the 25th, Jongno-gu will hold an online ‘Christmas Gift’ program via Zoom for children aged 6 to 9 (up to 3rd grade elementary school).


From 11 AM to 1 PM, there will be a meeting with author Kang Hyun-sun, who wrote ‘Book You Are Me,’ ‘Summer Vacation,’ and ‘Blue Bicycle.’ Children will learn the importance of books and participate in the picture book creation process, including making stamp art postcards using paint and wet wipes.


From 3 to 4:30 PM, a librarian will host the ‘Christmas Gift’ program. Children will listen to author Lee Soon-won’s ‘Christmas Gift’ and create ornaments using kits pre-received from Cheongun Literature Library as a post-reading activity.

Additionally, from December 3 to the end of January 2022, Jongno-gu has set up ‘2021 Daehangno Good Street Marronnier’ in Marronnier Park to comfort citizens weary from the prolonged COVID-19 pandemic and to convey excitement and hope for Christmas.


The space features a large tree, light boxes with warm messages, and a photo zone, allowing visitors to create unforgettable memories with family, friends, and loved ones.

Nowon-gu (Mayor Oh Seung-rok) will hold the ‘World Butterflies Special Exhibition’ at Bulamsan Butterfly Garden, where visitors can experience various exhibitions and hands-on activities.


This program is designed for students and parents planning unique educational experiences during winter vacation.


First, from December 21 to February 27 next year, the ‘World Butterflies’ special exhibition will be held in the lobby on the first floor of the Butterfly Garden. It will enhance understanding of insects through rare and diverse butterfly specimens usually seen only in insect guides. The exhibition is open from Tuesday to Sunday, 10 AM to 5 PM, and is free to all visitors.


Next, in the Butterfly Greenhouse program room, there will be a free insect pin button making experience. The sessions run for two hours each at 10 AM and 2 PM.


For children seeking deeper experiences, an ‘Insect Academy’ will be offered. It includes ‘Insect Specimen Making’ and ‘Butterfly Music Box Making’ programs, providing education on butterflies and insects by professional instructors.


‘Insect Specimen Making’ is for lower-grade elementary students, while ‘Butterfly Music Box Making’ is open to all elementary grades. The academy is held in the Butterfly Greenhouse program room with 12 participants per session by reservation.


Students wishing to participate can reserve through the Seoul Public Service Reservation System, with a fee of 5,000 KRW. Detailed information and schedules are available on the reservation page.


Located within Bulamsan Healing Town, the Butterfly Garden operates alongside the ecological learning center to help children and adolescents become more familiar with nature. As a healing space beloved by residents, including the disabled, children, and the elderly, visiting children can also enjoy the infant forest experience center, garden support center, and Bulamsan observatory for a rich and enjoyable learning experience.


Mayor Oh Seung-rok of Nowon-gu said, “Starting with the Butterfly Garden, we will prepare beneficial programs to provide opportunities to feel and learn about nature in Bulamsan Healing Town.”

Guro-gu (Mayor Lee Sung) selected 13 ‘Outstanding Job Creation Companies.’


The ‘Job Creation Outstanding Company Certification System’ is a program that discovers companies that have made efforts to create quality jobs in the private sector and provides incentives.


Last month, Guro-gu conducted a contest for outstanding job creation companies targeting companies with their main office in Guro-gu and between 5 and 299 regular employees, evaluating employment increase performance and working environment.


As a result, this year’s outstanding companies include Korea Office Computer, EduServe, Sewon Atos, Giwon Tech, Ubion, Podix System, Wevero Loft, Comz, Woori Children’s Hospital, Dream Insight, Demasian, Power Player, and Talent Bank.


These companies will receive various benefits for two years, such as additional points for Guro-gu’s small business development fund loans, preferential selection for G-Valley type Guro youth work experience support projects, priority purchasing in public procurement, and priority participation rights in various corporate support projects.


On the 10th, a certification ceremony was held at the district office’s Creative Hall. The event, attended by Mayor Lee Sung and company representatives, included certificate and plaque presentations and a job creation business agreement between the district office and certified companies.


Mayor Lee Sung said, “I thank the businesspeople who have worked hard to create and maintain jobs despite the difficulties caused by COVID-19. The district office will actively promote job policies to provide practical help to both companies and residents.”

Gwangjin-gu (Mayor Kim Sun-gap) is conducting a demand survey for desired lectures for the 2022 Life Second Act Program for the 50-plus generation until the 24th.


The district has established a 50-plus counseling center for the 50-64 age group and supports various life redesign programs annually.


This survey allows residents to directly select desired fields and available time slots for next year’s Life Second Act Program. The results will be actively reflected in the 2022 50-plus program operation.


Residents can participate by accessing the Gwangjin-gu website and clicking the survey on the participation communication board. Among participants, 30 will be selected by lottery to receive small gifts. For more details, refer to the district office website or contact the Senior Welfare Division of Gwangjin-gu.


Mayor Kim Sun-gap of Gwangjin-gu said, “I hope residents actively participate in this survey so that the 50-plus program can be a practical help for a vibrant second act in life.”

Gwanak-gu (Mayor Park Jun-hee) is recruiting public jobs for the first half of 2022 to stabilize people’s livelihoods.


The district will recruit 900 people for the ‘Gang Gam-chan Gwanak-type Livelihood Stabilization Jobs’ project and 280 people for the ‘First Half Seoul Citizens’ Safety Jobs (Public Work)’ project.


Recruitment runs from December 15 to 22. Residents wishing to participate must bring their ID and November health insurance payment confirmation (or that of their dependents) to their local community service center and can apply for only one of the two projects.


Eligibility requires being a Gwanak-gu resident aged 18 or older with work ability. Priority will be given to vulnerable employment groups.


The participation period is four months from February 7 to June 6, 2022, for the ‘Gang Gam-chan Gwanak-type Livelihood Stabilization Jobs,’ and five months from February 7 to June 30, 2022, for the ‘First Half Seoul Citizens’ Safety Jobs (Public Work).’


Selected participants will be assigned to various district departments, community centers, Gwanak Cultural Foundation, and Facility Management Corporation to perform tasks such as COVID-19 emergency support and administrative assistance. Working hours are five hours per day for those under 65 and three hours per day for those 65 and older.


Wages include the minimum hourly wage (9,160 KRW in 2022) and a daily meal allowance of 5,000 KRW. Both projects offer five-day workweeks, four major social insurances, paid holidays, and weekly/monthly leave allowances.


The district will select final participants after screening and notify results on January 27, 2022.

Seocho-gu’s ‘Seoripulsaem AI Smart Schooling’ has been shown by research to reduce educational gaps among vulnerable elementary students by improving academic achievement and learning efficacy.


‘Seoripulsaem AI Smart Schooling’ is an online-offline combined education system launched by the district in April last year, the first nationwide, to address learning gaps among children and adolescents in educational blind spots due to COVID-19. It combines AI learning devices (‘AI learning machines’) and local excellent human resources as teachers (‘Seoripulsaem’).


To analyze the project’s performance from April last year to April this year and prepare future development plans, the district commissioned the Asia Education Association, an education specialist organization, to conduct a ‘Seoripulsaem AI Smart Schooling Performance Analysis’ research from June to September this year.


The research used quantitative methods with surveys and diagnostic evaluations on 196 vulnerable elementary students divided into participants (experimental group) and non-participants (control group), and qualitative methods with in-depth mentor interviews.


Results showed that students participating in ‘Seoripulsaem AI Smart Schooling’ scored statistically significantly higher on diagnostic evaluations than non-participants. In Korean, the experimental group averaged 82.61 points versus 75.70 for the control group, about 7 points higher. In math, the experimental group scored 69.27 points versus 59.13 for the control group, about 10 points higher.


Learning efficacy, meaning confidence in one’s ability to study well and learn new content, was also higher among participants. On a 4.5-point scale, the experimental group averaged 3.8 points, about 0.4 points higher than the control group’s 3.4.


Surveys of parents and students about learning status showed parents felt the project positively affected their children’s academic achievement, character development, and parent-child relationships, in that order. Also, 74.5% of participating children said they would recommend the project to friends.


The research institution highly evaluated ‘Seoripulsaem AI Smart Schooling’ as an educational welfare model with synergy effects from combining personalized AI learning devices and mentoring, supporting vulnerable children emotionally and academically.


Based on these results, the district plans to expand AI Smart Schooling support from 740 to 1,000 vulnerable elementary students next year. Additionally, 100 more Seoripulsaem mentors will be added to support extracurricular learning, and a professional mentor group will be formed for advanced learning support.


Oh Chang-young, Welfare Policy Director, said, “We will continue to expand AI Smart Schooling support and strengthen the Seocho-type educational safety net to ensure no child is left behind in education.”

Dongjak-gu (Mayor Lee Chang-woo) announced on the 15th that it will implement a project to support child welfare facilities and foster children struggling due to the prolonged COVID-19 pandemic as the year-end approaches.


The project aims to help low-income children stay warm this winter by providing support funds or goods to ensure their safety, health, and welfare.


The support targets a total of 198 children: 171 children in six local child welfare facilities and 27 children in 21 foster families.


Children in welfare facilities will receive support goods worth about 10,000 KRW per school-age child or support funds for preschool children. Foster children will receive support goods worth about 50,000 KRW per child.


Support goods will be distributed to confirmed recipients from December 20 to 24. Foster children will receive goods directly, along with encouragement and welfare checks.


Park Joo-il, Director of the Child and Youth Division, said, “We hope the living safety support funds will help low-income children in the district. We will do our best to prepare various support measures to overcome difficult times together and ensure stable living.”


The district also supports ‘protection termination children’ who must leave child welfare facilities at age 18 and become independent by providing ▲support for actual insurance premiums ▲first social step allowance ▲priority supply of Dongjak-gu type youth housing. It is the first autonomous district in Seoul to support enrollment in actual insurance covering injury and illness.

Mapo-gu (Mayor Yoo Dong-gyun) announced that rainwater pump station workers will use their professional skills (in electrical and mechanical fields) to inspect and maintain safety for vulnerable households, welfare facilities, and district offices during the winter season.


Since 2002, Mapo rainwater pump station staff have volunteered annually in winter to inspect old electrical equipment and boiler facilities to help marginalized residents stay safe and warm.


In summer, they focus on facility management to prevent floods, and in winter, when flood risk is lower, they transform into safety helpers for vulnerable households. Last year, they inspected 1,148 households to prevent safety accidents, earning strong community support.


This year, responding to residents’ requests, the district will continue safety inspections during the off-season of flood control work from December 14 to April 2022.


Twenty-one staff working at 10 rainwater pump stations in Mapo will visit 925 severely disabled households, 83 elderly living alone, and 23 single-parent families to check electrical facilities and boiler operation.


They will carefully check lighting fixtures, boiler pipe leaks, circuit breaker operation and leakage, outlets, and wiring conditions, which are difficult for general residents to maintain.


Minor issues found will be immediately addressed on-site to remove hazards, and households will be informed separately of any repairs needed.


Safety inspections and maintenance will also be conducted at 81 public daycare centers, 190 elderly welfare facilities, 28 disability welfare facilities, 5 single-parent family facilities, and 15 district office buildings to ensure safe facility use.


Considering COVID-19, the district will operate with minimal personnel and strictly follow individual quarantine rules during winter safety inspections.
