Issuance and Management of Administrative Documents Required for Jeonse Loans and Move-in Reports
Convenient One-Stop Service Without Visiting Multiple Agencies or Sites... Fundamental Prevention of Data Forgery and Tampering
[Asia Economy Reporter Lim Cheol-young] Seoul City will pilot the ‘Isaon’ service starting from the 1st, which allows users to issue all necessary administrative documents related to jeonse moving, such as confirmation of fixed dates, moving-in registration, and bank loans, with one click through the public app ‘Seoul Wallet’ and even apply for jeonse loan directly.
The six types of administrative documents that can be issued are ▲Real estate electronic contract ▲Resident registration certificate and abstract ▲Health and long-term care insurance payment confirmation ▲Health insurance qualification certificate ▲Income amount certificate ▲Business registration certificate. These can be issued and managed in bundled information form on the user’s mobile phone.
Previously, when receiving a fixed date confirmation or applying for a bank loan related to jeonse moving, users had to visit each institution’s website or the local community service center one by one to issue documents. From now on, administrative documents can be quickly issued and stored at once through the ‘Isaon’ service in ‘Seoul Wallet’.
Seoul City expects to resolve the inconvenience of spending a lot of time on issuing various documents and reporting procedures necessary for jeonse moving through ‘Isaon’. In addition, administrative documents held by various administrative agencies can be safely and conveniently stored in the blockchain-based ‘Seoul Wallet’, which is difficult to forge or alter.
Jeonse loan applications can also be made with one click through ‘Isaon’. After confirming the issued electronic contract and fixed date, clicking the loan application sends the necessary administrative documents quickly to the financial institution’s app. Only the documents required for loan screening can be selectively submitted, preventing unnecessary personal information leakage.
Through ‘Isaon’ within the ‘Seoul Wallet’ app, users can also access the ‘Government24’ app to register their moving-in. ‘Isaon’ is a service that links and utilizes ‘Public MyData’, issued by the Ministry of the Interior and Safety, which provides personal information scattered across various administrative and public institutions in electronic document form. Furthermore, Seoul City has connected the system in cooperation with the Korea Real Estate Board and Shinhan Bank, based on budget support from the Ministry of Science and ICT and the Korea Data Industry Promotion Agency.
Starting with the ‘Seoul Wallet-Isaon’ service, Seoul City plans to develop and provide document bundles (MyData) necessary for youth allowances and youth housing in Seoul by utilizing over 250 types of electronic certificates from administrative and public institutions and ‘Public MyData’ personal information.
The ‘Isaon’ service can be used by downloading the ‘Seoul Wallet’ app from the Apple Store or Google Play Store. To promote the ‘Isaon’ service, Seoul City will hold a citizen survey event from the 1st to the 9th. Participants who download MyData in the ‘Seoul Wallet’ app and take part in the survey will be entered into a draw to receive a small coffee coupon.
Park Jong-su, Director of Smart City Policy at Seoul City, said, “We developed the ‘Isaon’ service to safely and conveniently manage and transmit personal information held by various administrative agencies,” adding, “We will continue to develop life-oriented MyData services in welfare and housing to provide high-quality administrative services.”
