Chairman of the Rights Commission: "Encouraging Proactive Administration... Leading the Creation of a Public Service Culture for the People"

[Sejong=Asia Economy Reporter Moon Chaeseok] The Anti-Corruption and Civil Rights Commission announced on the 30th that it received a total of 1,115 cases through the Active Administration National Application system during the first 100 days of its implementation and resolved a total of 143 cases, including recommending improvements for 66 cases. This system allows citizens to request the government to actively handle tasks when they have filed complaints but the issues remain unresolved due to unclear laws or regulations. The related regulations, the "Active Administration Operation Regulations" and the "Local Government Officials Active Administration Operation Regulations," passed the Cabinet meeting on July 20 and have been officially implemented since then.
From July 27 to the 31st of last month, the Commission checked the implementation status of the Active Administration National Application system across 307 institutions, including central administrative agencies, local governments, and local education offices. The implementation results were analyzed focusing on cases of legal and policy improvements by each institution. As a result, a total of 1,115 Active Administration National Applications were received from July through the end of last month. Excluding 136 cases still under internal investigation, 967 cases were assigned to each institution, and among them, 143 cases were resolved, according to the Commission.
The Commission recommended improvements to the relevant institutions to actively promote 66 cases deemed to have valid reasons based on citizens' applications. Among these, 13 cases were actually resolved, the Commission stated. Major resolved cases include ▲expansion of child meal franchise restaurants and ▲unification of birth registration and childcare allowance application processes. Policy improvement recommendation cases include ▲improvement of payment criteria for early scrapping subsidies for old diesel vehicles and ▲readjustment of fishing prohibition zones along the Han River.
Based on this analysis, the Commission plans to develop measures to foster a culture of active administration within the public service. Chairman Jeon said, "We will take the lead in encouraging active administration in the public sector to handle tasks from the citizens' perspective and in creating a public service culture that serves the people."
