[Asia Economy Reporter Jongil Park] Nowon-gu (District Mayor Oh Seung-rok) announced that it is making every effort to establish a "Disaster-Free Nowon" as a proactive measure to prevent major industrial accidents.
Until now, the Industrial Safety and Health Act has primarily applied to and managed sectors with high industrial accident rates, such as construction and manufacturing. However, following fatal accidents involving municipal sanitation workers under local governments in 2018, the need for managing industrial accidents in the public administration sector has emerged.
The "Serious Accidents Punishment Act" (hereinafter referred to as the Serious Accidents Punishment Act), which will be enforced from January 27 next year, further strengthens the safety and health management responsibilities of local governments to establish a safe environment starting from the public administration sector.
As the first step, on the 29th, the district conducted industrial safety and health education for about 300 industrial workers and responsible officials affiliated with the district, including public officials (sanitation workers) engaged in fieldwork in preparation for the severe cold season.
Kim Ki-dong, director of the Industrial Safety Research Institute, was invited as a lecturer to deliver a lecture focusing on ▲ safety management during fieldwork ▲ the Industrial Safety and Health Act, which must be understood to prevent major industrial accidents.
After the lecture, a "Meeting with the District Mayor" was held to share various opinions from the field, and the district announced plans to actively reflect proposed matters in future system improvements.
Meanwhile, in 2020, a responsible official received the Minister of Labor Award from the Labor Office in recognition of efforts to advance industrial safety.
Since 2018, the district has established a safety and health management system by major field departments for workers exposed to hazards and risks. This was to clarify management and responsibility and continuously reflect the voices of field workers in system improvements. Additionally, through consulting with safety and health specialized institutions, the district has been continuously working to create a safe working environment for workers and reduce industrial accidents.
Going forward, the district plans to promote various policies aimed at creating a disaster-free Nowon by conducting safety and health education centered on field workers such as public officials (sanitation workers) and managers to raise safety awareness levels.
