Muju County Public Officials' Union Presents Plaque of Appreciation to County Council
[Muju=Asia Economy Honam Reporting Headquarters Reporter Kim Han-ho] Amid the recent controversy over verbal abuse and power harassment by the chairman of the Jeonbuk Provincial Council, the Muju County Council (Chairman Park Chan-joo) has attracted attention by enacting the ‘Ordinance on Protection and Support for Civil Complaint Handling Employees.’
In response, the National Public Officials Labor Union Muju County Branch (Muju County Public Officials Union) expressed their gratitude by presenting a plaque of appreciation for establishing institutional measures to protect the rights and interests of public officials, adding a warm touch to the situation.
The Muju County Public Officials Union (Branch Chief Baek Won-jun) visited the Muju County Council on the 29th to present a plaque of appreciation in relation to the enactment of the ‘Ordinance on Protection and Support for Civil Complaint Handling Employees’ during the 288th regular session of the Muju County Council.
Branch Chief Baek Won-jun stated, “We extend our gratitude on behalf of over 600 public officials to the Muju County Council for taking the lead in establishing a foundation for enhancing human rights and protecting the rights and interests of public officials,” adding, “We are greatly relieved that this has created an opportunity for Muju County employees to focus on their work with peace of mind and provide high-quality civil administration.”
Muju County’s ‘Ordinance on Protection and Support for Civil Complaint Handling Employees’ was proposed and enacted by Councilor Yoo Song-yeol with the purpose of preventing and supporting the healing of physical and mental damage to employees caused by verbal abuse and assault from civil complainants, and expanding safety facilities (such as open consultation facilities and recording equipment that help prevent malicious complaints) to protect responding employees.
In particular, it includes provisions to prepare necessary support measures to protect civil complaint handling employees from malicious complaints and to avoid assigning newly appointed public officials to tasks where malicious complaints frequently occur.
Additionally, if civil complaint handling employees require prevention or healing of physical or mental damage caused by verbal abuse or assault from complainants during their work process, the ordinance specifies measures such as △ psychological counseling △ medical expenses △ rest time necessary for healing △ legal consultation △ education and training △ and expansion of safety facilities.
Councilor Yoo Song-yeol explained the purpose of the ordinance, saying, “Serving the residents and fulfilling responsibilities is the duty and role of public officials, but there should be no acts that ignore human rights and obstruct legitimate public duties,” adding, “This ordinance is a measure to guarantee the minimum safety and rights as public officials.”
