[Asia Economy Reporter Lee Ji-eun] On the 26th, President Moon Jae-in made vice minister-level appointments, naming Park Seon-won, Director of Planning and Coordination at the National Intelligence Service (NIS), as the 1st Deputy Director of the NIS; Cheon Se-young, Director of the Counterintelligence Investigation Bureau, as the 2nd Deputy Director; and Noh Eun-chae, Special Advisor for Foreign Affairs and Security to the NIS Director, as Director of Planning and Coordination.
The appointment date is set for the 27th.
Born in 1963, the newly appointed 1st Deputy Director Park graduated from Yeongsanpo Commercial High School in Jeonnam and Yonsei University with a degree in Business Administration. He holds a master's degree in East Asian Studies from Yonsei University and a Ph.D. in International Politics from the University of Warwick in the UK. He is an expert on North Korea and international politics, having served as Secretary for Unification, Foreign Affairs, and Security Strategy during the Roh Moo-hyun administration and as Consul General in Shanghai. Currently, he serves as Director of Planning and Coordination at the NIS. The Blue House stated, "He possesses not only insight as a security strategist but also a reformist mindset and drive, and is expected to contribute to resolving North Korean issues and creating breakthroughs in inter-Korean and North Korea-US relations."
Born in 1967, the newly appointed 2nd Deputy Director Cheon graduated from Hyeongseok High School in Chungbuk and Chungbuk National University with a degree in Public Administration. Since his appointment in 1992, he has devoted himself to investigative work and is an expert in counterintelligence investigations. The Blue House said, "Based on his extensive legal knowledge related to investigative work and rich field experience, he is expected to carry out the ongoing transfer of counterintelligence investigative authority smoothly and excellently perform duties under the 2nd Deputy Director’s jurisdiction, including counterespionage and counterterrorism."
Born in 1965, the newly appointed Director Noh has held various positions in the NIS, including in scientific intelligence, counterespionage, audit departments, and as head of the North Korea division. He has also served as Chief Secretary to the NIS Director and as Special Advisor for Foreign Affairs and Security. The Blue House explained, "He has an excellent understanding of the NIS’s reform direction and philosophy, and is expected to successfully fulfill his role as Director of Planning and Coordination."
