Hanam Gyosan and Gwacheon Juam 3rd Preliminary Subscription... Starting Next Month 1st

The third round of preliminary subscription for new housing sites in the metropolitan area, including Hanam Gyosan and Gwacheon Juam, will begin on the 1st of next month. The sale prices are expected to be 60-80% or less of the surrounding market prices, with most areas priced between 300 million and 500 million KRW.


On the 18th, the Ministry of Land, Infrastructure and Transport announced the third preliminary subscription notice for new housing sites in the metropolitan area and stated that applications will start from the 1st of next month. The third preliminary subscription will be conducted across four districts, totaling 4,167 units.


Preliminary subscription is a system that advances the supply timing of sale housing supplied on public land, and in July and October, a total of 14,435 units were supplied in areas such as Incheon Gyeyang and Namyangju Wangsuk 2.


The Hanam Gyosan district, where housing for a total of 33,000 units is planned, includes 1,056 public sale units in Block A2 for the third preliminary subscription. Many units are sized between 51 and 59 square meters (exclusive area). This area is expected to be popular as it is close to Seoul, has excellent location advantages, and is planned to be developed as a new city with convenient transportation through various metropolitan transportation improvement measures.


In the Gwacheon Juam district, among the total of about 6,000 housing units, 1,535 units in Blocks C-1 and C-2 have been allocated for preliminary subscription. This area features natural environments such as Umyeonsan and Cheonggyesan mountains, abundant cultural facilities including LetsRun Park (Gwacheon Racecourse), Seoul Grand Park, and the National Museum of Modern and Contemporary Art, and favorable metropolitan transportation conditions.


In the Siheung Hajung and Yangju Hoecheon districts, 1,576 units will be supplied through preliminary subscription. Siheung Hajung is located near Siheung City Hall Station, Sinhyeon Station, and Yeonseong IC on the 3rd Gyeongin Expressway, offering excellent accessibility not only to Siheung but also to Seoul and Incheon, attracting interest from newlyweds living in the western metropolitan area. Yangju Hoecheon is located 13 km north of Seoul and is being developed as a key city in northeastern Gyeonggi, connecting Uijeongbu and Dongducheon cities.


The sale prices are expected to be 60-80% or less of the surrounding market prices due to the application of the price ceiling system. While most areas such as Hanam Gyosan and Siheung Hajung are priced in the 300 to 400 million KRW range, the Gwacheon Juam district, which has higher land prices and includes 84㎡ units, has estimated sale prices ranging from 500 million to 800 million KRW.


Eligibility for preliminary subscription is assessed based on the 'preliminary subscription resident recruitment announcement date,' including subscription qualifications, income, and asset requirements. However, for the residency requirement in the relevant area, applicants can apply if they currently reside there and must meet the residency period by the final subscription resident recruitment announcement date.


Fifteen percent of the total public sale units are allocated for general supply, while the remaining 85% are supplied through special supply categories: newlyweds (30%), first-time homebuyers (25%), multi-child families (10%), elderly parent support (5%), and others (15%).


General supply eligibility for public sale housing requires residency in the metropolitan area, membership in a household without homeownership, and subscription to a housing subscription savings account. Since the preliminary subscription districts are designated as speculative overheating zones or subscription overheating areas, priority is given to those who meet the first-priority requirements. Special supply requires qualifications such as housing subscription savings, asset and income requirements, and being the head of a household without homeownership, depending on the supply type.


The basic eligibility for the Newlywed Hope Town is being a member of a household without homeownership with a marriage period within 7 years or having children under 6 years old (newlyweds), or planning to marry. Thirty percent is preferentially supplied (phase 1) to those married within 2 years and prospective newlyweds, and the remaining 70% is supplied in phase 2 to phase 1 unsuccessful applicants and other eligible applicants.


For public sale housing, subscription applications for special supply will be accepted over three days from the 1st to the 3rd of next month. From the 6th to 7th, applications will be accepted from first-priority general supply applicants residing in the relevant area, and on the 8th to 9th, from residents of Gyeonggi Province and the metropolitan area. Applications for second-priority general supply applicants will be accepted collectively on the 10th.


For Newlywed Hope Town, applications from residents of the relevant area will be accepted during the same period as the special supply for public sale housing, and applications from metropolitan area residents will be accepted until the 9th. Winners of the preliminary subscription will be announced on the 23rd of next month, regardless of subscription type. Winners of the first and second preliminary subscriptions are restricted from being selected in the third preliminary subscription.


Kim Soo-sang, Director of the Housing and Land Office at the Ministry of Land, Infrastructure and Transport, said, "The preliminary subscription system is expected to have a significant effect in accelerating the supply measures promoted by this government and in resolving the demand waiting for subscription."
