[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province disclosed the list of 3,339 high-amount and habitual defaulters who have not paid local taxes or local administrative penalties and charges exceeding 10 million won for over a year on the 17th on the Gyeonggi Province website and Wetax (local tax payment site).
Local taxes are taxes imposed by local governments, including acquisition tax, property tax, and local income tax. Local administrative penalties and charges are sources of revenue other than taxes, such as fines for illegal acts including surcharge, enforcement penalty, compensation fee, and charges imposed in relation to specific public interest projects.
The list of high-amount and habitual local tax defaulters disclosed this time includes 2,026 individuals and 703 corporations. The amount in arrears is 98.4 billion won for individuals and 47.9 billion won for corporations, totaling 146.3 billion won. For local administrative penalties and charges defaulters, there are 509 individuals and 101 corporations, with arrears amounting to 29.2 billion won for individuals and 12.1 billion won for corporations.
Before disclosing the defaulters’ list, the province sent advance notice letters to 3,206 local tax defaulters and 900 local administrative penalties and charges defaulters in March, in accordance with Article 11 of the Local Tax Collection Act and Article 7-3 of the Act on Collection of Local Administrative Penalties and Charges, and provided a six-month period to submit explanatory materials.
During this period, 1,621 people paid 31 billion won in local taxes and local administrative penalties and charges. However, those whose names are disclosed this time did not pay during the period.
Among the disclosed list, the individual with the highest local tax arrears is Mr. Park from Goyang City, who failed to pay 5 cases including local income tax totaling 5.1 billion won. The individual with the highest local administrative penalties and charges arrears is Mr. Ha from Hwaseong City, who failed to pay 2 cases including development charges totaling 2.9 billion won.
Kim Min-kyung, Director of the Tax Justice Division of the province, said, "Following the disclosure of the list of high-amount and habitual local tax and local administrative penalties and charges defaulters, we plan to implement strong administrative sanctions such as business restrictions, property seizure, house searches, and forced auctions. In particular, we will take strong measures such as travel bans against those who maliciously conceal assets or evade taxes."
The list of high-amount defaulters can be viewed on the Gyeonggi Province website and Wetax. The disclosed information includes the defaulter’s name, business name (corporate name and representative), age, address, tax items in arrears, and amount owed.
