[Asia Economy Reporter Choi Seok-jin, legal affairs specialist] A service allowing users to issue and submit various family relation electronic certificates for free via a mobile app will be introduced.
The Supreme Court announced on the 12th that, to enhance the convenience of certificate issuance for citizens, it plans to implement the 'Family Relation Electronic Certificate Issuance Service' starting from the 15th.
Once the electronic certificate issuance service is implemented, users will be able to apply for electronic certificates free of charge through the Electronic Family Relation Registration System.
The electronic certificates available for issuance include 20 types of family relation registration certificates such as Family Relation Certificate, Marriage Relation Certificate, Basic Certificate, as well as family register extracts and copies.
To receive an electronic certificate, users must first register as a member on 'Government24' and then install the electronic document wallet within the 'Government24' mobile app.
Afterwards, by selecting 'Electronic Document Wallet' as the certificate receipt method in the Electronic Family Relation Registration System and applying for issuance, users can view the electronic certificate in the electronic document wallet app and submit it to individuals or institutions.
The electronic certificate includes a timestamp (time verification mark from the Government Time Verification Center) that confirms its authenticity, preventing forgery and alteration, and the authenticity of the certificate can also be verified by entering the issuance number in the Electronic Family Relation Registration System.
Instead of the 'Voice Barcode' placed on the upper right corner of existing paper certificates for voice conversion for the visually impaired, the electronic certificate is issued with a 'Timestamp' showing the certificate issuance time and an authenticity verification mark.
Instead, the electronic certificate is issued as a PDF file, allowing voice conversion functions to be used through 'screen reader apps' and similar tools.
Meanwhile, from the 15th, users will also be able to access the Electronic Family Relation Registration System via mobile devices (or tablets) to apply for issuance or view electronic certificates.
Additionally, internet reporting for six types of cases (birth, name change, establishment of surname and origin for naturalized citizens, family relation register creation, register correction, and change of registration domicile), previously available only on PCs, will also be possible through mobile devices.
The Supreme Court stated, "Through the electronic certificate issuance service, the entire process from application to submission of certificates can be completed without visiting government offices or printing paper documents, minimizing social costs and significantly improving convenience for citizens."
