Songpa-gu Opens In-Person and Online Applications from November 3 for Small Business Owners Subject to Gathering Bans and Operating Hour Restrictions... Dongjak-gu Offers Compensation from 100,000 KRW up to 100 Million KRW Proportional to Business Losses
[Asia Economy Reporter Park Jong-il] Songpa-gu (Mayor Park Seong-su) will operate an on-site dedicated window for loss compensation starting from the 3rd to help small business owners recover from the damage caused by the prolonged COVID-19 pandemic.
This loss compensation targets small business owners and small enterprises that suffered significant business losses due to gathering bans and operating hour restrictions imposed from July 7 to September 30 of this year because of COVID-19.
The compensation amount is calculated by multiplying the average daily loss amount, the number of days the quarantine measures were implemented, and the adjustment rate (80%). Compensation ranges from 100,000 KRW to a maximum of 100 million KRW.
Accordingly, the district has set up a dedicated window to ensure that all eligible small business owners in the area receive loss compensation without omission. Those who are not proficient with computers or cannot complete mobile phone authentication or joint authentication can visit the window set up in the gymnasium on the 6th floor of the district office from November 3 to apply. However, from November 3 to 8, a system based on the last digit of the business registration number will be in place. For example, on the 3rd, only those with an odd last digit can apply in person, and on the 4th, only those with an even last digit can apply. From the 9th onward, applications can be made in person regardless of odd or even numbers.
Additionally, for small business owners who find it difficult to visit in person, such as sole proprietors, a Hope Planner will visit the site directly to provide guidance on various support policies and assist with loss compensation applications.
Online applications have been available since October 27 through the website ‘소상공인손실보상.kr’.

Park Seong-su, Mayor of Songpa-gu, said, “The damage borne by small business owners to prevent the spread of infectious diseases during the prolonged COVID-19 pandemic has been enormous. We will do our best to ensure that loss compensation proceeds quickly so that small business owners can find hope for recovery and revitalize the local economy.”
Dongjak-gu (Mayor Lee Chang-woo) will operate an on-site reception desk for the ‘Loss Compensation Project’ starting from the 3rd to support small business owners who suffered business losses due to government quarantine measures.
The support targets small enterprises under the Framework Act on Small and Medium Enterprises within the district that experienced business losses due to compliance with gathering bans and operating hour restrictions during the third quarter of 2021 (July 7 to September 30).
The compensation amount ranges from 100,000 KRW to a maximum of 100 million KRW and is calculated proportionally to the scale of loss per business.
Online applications began on October 27 through the Small Business Loss Compensation website, and on-site applications can be submitted from November 3 by visiting the Economic Promotion Division consultation room (9th floor of the Yuhan Yanghang building) at Dongjak-gu Office.
On-site application targets include ▲internet-vulnerable groups ▲those who disagree with the compensation amount ▲co-representatives ▲those not included in the prior database (DB), etc.
For businesses included in the government DB, payment will be made through rapid compensation. For those who disagree with the compensation amount or are not eligible for rapid compensation, payment will be made through verification compensation.

Gangbuk-gu (Mayor Park Gyeom-su) will officially operate the on-site reception desk for small business loss compensation located on the basement first floor of the district office starting from the 3rd.
The loss compensation targets small enterprises under the Framework Act on Small and Medium Enterprises that suffered serious business damage due to compliance with quarantine rules such as gathering bans and operating hour restrictions. The losses must have occurred during the third quarter quarantine period from July 7 to September 30 of this year.
The compensation amount is calculated by multiplying the average daily loss amount compared to business income during the same period in 2019, the number of days the quarantine measures were implemented, and the adjustment rate. Compensation ranges from a minimum of 100,000 KRW to a maximum of 100 million KRW, covering up to 80% of the loss.
If the business opened last year or this year, the average value per facility will be used to estimate 2019 sales. Those who have closed their business will receive compensation up to the day before closure. Businesses that disagree with the calculated compensation amount or have difficulty determining the amount can submit a ‘Verification Compensation Form’ with supporting documents.
Applications can be made online through the loss compensation website or in person. The district plans to provide maximum support to ensure no inconvenience in on-site applications by deploying nine support staff for guidance and assistance.
