Recommendation of specific surnames limited to 60% by National Police Commission
The committee recommending two members must have different genders
[Asia Economy Reporter Lee Gwan-ju] Since the introduction of the autonomous police system in July this year, concerns about gender imbalance among members of the city/province autonomous police committees have been continuously raised, prompting the police to initiate amendments to related laws.
The amendment stipulates that when the National Police Committee recommends members for the city/province autonomous police committees, no single gender may exceed 60%, and each city/province must establish a committee to discuss member composition, among other measures aimed at resolving gender imbalance issues.
On the 28th, the National Police Agency announced the legislative notice of the presidential decree titled "Partial Amendment to the Regulations on the Organization and Operation of Autonomous Police Affairs and City/Province Autonomous Police Committees," which centers on these contents.
First, the amendment includes provisions that when the National Police Committee recommends members for the city/province autonomous police committees, no single gender may exceed 6/10, and that individuals with professional knowledge and experience in human rights issues must be included among the candidates. The National Police Committee can recommend one member for each city/province autonomous police committee.
Additionally, before recommending or appointing autonomous police committee members, an internal discussion between the recommending and appointing authorities must be held through the establishment of a "City/Province Autonomous Police Committee Member Composition Consultation Body." The chairperson of the consultation body is the chairperson of the city/province autonomous police committee, and the body must strive to include autonomous police committee members in a balanced manner by gender and career background. In particular, for regional member recommendation committees that can recommend two autonomous police committee members, recommendations must be made with different genders.
The police plan to collect opinions on the amendment draft until December 7 and then proceed with the amendment process.
