Allocation announced without a fixed period

[Asia Economy Reporter Minyoung Cha] The government will change the frequency allocation regulations for 5G specialized networks to allow companies wishing to use the frequencies to apply at any time without a separate announcement period. The required submission documents will also be reduced to about half of the current amount.
The Ministry of Science and ICT announced on the 27th that it will revise related regulations, including the frequency allocation plan for 5G specialized networks, technical standards for radio equipment, and application and review procedures, and will announce the frequency allocation plan on its website starting from the 28th of this month.
A 5G specialized network is a customized network tailored for services introduced in specific areas, mainly used for industrial purposes such as smart factories.
When companies wishing to receive frequencies related to 5G specialized networks apply for allocation at any time, the Ministry of Science and ICT plans to review the applications and supply the frequencies within one month of receiving the application.
The 5G specialized network frequency allocation plan to be announced this time includes ▲target frequencies and bandwidths for allocation ▲scope of applicants ▲frequency usage period and allocation fees ▲conditions for frequency allocation.
The frequencies that the Ministry of Science and ICT plans to supply for 5G specialized networks are the 4.7 GHz band with 100 MHz bandwidth (4.72?4.82 GHz) and the 28 GHz band with 600 MHz bandwidth (28.9?29.5 GHz). Companies wishing to be allocated frequencies can select an appropriate bandwidth according to their demand and apply.
The frequency usage period is up to 5 years from the date of frequency allocation, and applicants can choose a period between 2 and 5 years. The frequency allocation entity must establish and operate a radio station within one year from the date of frequency allocation and comply with the "Guidelines on Usage Conditions and Details for Joint Use of 5G Specialized Network Frequencies."
The Ministry of Science and ICT has simplified the submission documents to about half to reduce the burden on small-scale companies.
If a non-telecommunication business intends to install a 5G specialized network as a private network for other operations, it can use the 5G specialized network frequencies through the radio station establishment permit procedure without going through the allocation process.
Choi Woo-hyuk, Director of the Radio Policy Bureau at the Ministry of Science and ICT, explained, "Moving away from the existing 5G services centered on the three major telecom companies, this frequency allocation will enable non-telecommunication companies to operate convergence service businesses using 5G frequencies."
