This statement actively welcomes the recent report published by the National Assembly Legislative Research Office, which summarizes the current status of the time-selective public official system and proposes future review tasks to uphold the original purpose of the system and improve the working conditions of the target employees.
In the recent report, the National Assembly Legislative Research Office pointed out the background and history of the introduction of the time-selective public official system, the current recruitment status, and operational issues of the system, and proposed future review tasks to uphold the system’s original intent and improve the working conditions of the target employees.
The contents include: first, that time-selective public officials should be able to freely choose their working hours; second, regarding the problematic fractional quotas, a plan should be established to separately indicate the quota for time-selective recruited public officials; third, reasonable improvement measures should be prepared for fixed meal allowances, rank supplements, holiday leave allowances, annual leave compensation, and overtime pay, which have the nature of actual expense reimbursement.
The Integrated Labor Union stated, “We applaud and welcome the National Assembly Legislative Research Office for publishing a report that sufficiently considers the unreasonable treatment of time-selective recruited public officials in the field,” and urged, “The relevant ministries should listen carefully to the issues pointed out in this report and actively work to improve the time-selective recruitment public official system and address operational shortcomings in the field as soon as possible.”

Recently, the National Assembly Legislative Research Office published a report titled “Current Status and Improvement Tasks of Time-Selective Recruited Public Officials.” This report summarizes the background and history of the introduction of the time-selective public official system, the current recruitment status, and operational issues of the system. Based on this, it proposes future review tasks to uphold the original purpose of the system and improve the working conditions of the target employees.
We greatly welcome the National Assembly Legislative Research Office’s report, which clearly organizes the issues that our National Integrated Public Officials Labor Union’s Time-Selective Headquarters has consistently raised and outlines future tasks. We urge the relevant ministries to listen to these points and actively work to improve the time-selective recruitment public official system and address operational shortcomings in the field as soon as possible.
As pointed out in the report, time-selective public officials suffer from various problems such as restrictions on choosing working hours contrary to the original intent, disadvantages due to fractional quota management in the organizational structure, and unreasonable allowance regulations that do not sufficiently consider the characteristics of time-selective public officials.
To improve these unreasonable systems, as summarized and presented in the report, first, time-selective public officials should be able to autonomously choose their working hours. It is clearly against the original intent of the time-selective recruitment public official system for the heads of institutions or organizations at the workplace to unilaterally determine working hours as is currently the case.
Second, the organizational structure’s quotas should be distinguished by whole numbers, and the quota for time-selective recruited public officials should be separately indicated for each rank. Managing people by fractional numbers is a system that should be carefully reconsidered from a human rights perspective.
Third, reasonable improvement measures should be prepared for fixed meal allowances, rank supplements, holiday leave allowances, annual leave compensation, and overtime pay, which have the nature of actual expense reimbursement. Even dividing holiday leave allowances proportionally by time is an inhumane treatment.
We once again applaud the National Assembly Legislative Research Office for publishing a report that sufficiently considers the unreasonable treatment of time-selective recruited public officials in the field, and we hope that the issues pointed out in this report will be resolved as soon as possible.
