[Sejong = Asia Economy, Reporter Kim Hyunjung] The National Tax Service has announced a senior-level personnel appointment, promoting five officials from Director to Deputy Director, effective October 25.
This personnel move aims to fill vacancies created by executive promotions in July and to focus on realizing "a more comfortable and improved national tax administration for the public." The agency explained that it actively reflected each official's performance and dedication in the promotion decisions.
Jang Singi, the newly promoted spokesperson, began his public service career in 1987 as a special recruit at grade 8. He has held key positions at both headquarters and regional offices, including Director of National Tax Statistics and Head of Investigation Division 3 at the Investigation Bureau 4 of the Jungbu Regional Office. As spokesperson, he has been recognized for enhancing media engagement by promptly distributing press releases on major NTS policies. He also strengthened communication with media organizations to facilitate understanding of policy directions and constructively accepted external criticism, significantly contributing to the credibility of the national tax administration.
Kim Jungjoo, Director of Planning and Finance, entered public service in 2001 through the 44th Higher Civil Service Examination and has served in major positions such as Director of International Investigation, Director of Audit 1, and Head of Investigation Management at the Investigation Bureau 4 of the Seoul Regional Office. While serving as Director of Planning and Finance, he actively promoted communication between headquarters and regional offices through meetings of agency heads and inspections of regional operations. He also ensured that the agency's policy direction and efforts to improve taxpayer services were clearly communicated to the National Assembly by thoroughly preparing and supporting government audit reports.
Park Byunghwan, Director of Audit, entered public service in 2001 through the 44th Higher Civil Service Examination and has held key positions such as Director of Legal Affairs, Director of Electronic Taxation, and Auditor at the Jungbu Regional Office. While serving as Director of Audit at the National Tax Service, he expanded immunity for proactive administration to foster a positive work environment. At the same time, he focused audits on tax investigations and verification of reports related to acts that harm people's livelihoods or tax evasion, thereby contributing to the establishment of a clean and transparent audit culture.
Kim Kilyong, Director of Real Estate Taxation, began his public service career in 1987 as a special recruit at grade 8 and has held key positions such as Director of Inheritance and Gift Tax and Head of Investigation Division 1 at the Investigation Bureau 3 of the Seoul Regional Office. As Director of Real Estate Taxation, he focused on blocking irregular and sophisticated tax evasion linked to the overheated real estate market. He also took the lead in improving taxpayer convenience by introducing electronic filing tax credits for capital gains tax and implementing comprehensive mobile filing guidance in response to the changing tax environment.
Choi Jonghwan, Head of Investigation Division 1, entered public service in 2002 through the 45th Higher Civil Service Examination and has held key positions such as Director of Tax Source Information, Policy Advisor, and Head of Investigation Division 2 at the Investigation Bureau 4. As Director of Tax Source Information at the National Tax Service, he actively collected field-oriented information closely related to people's daily lives. He also provided timely updates on the support needs of industries affected by COVID-19 and trends in the field to improve taxpayer services, thereby contributing to the successful implementation of major policies.
