[Asia Economy Reporter Park Jong-il] Guro-gu (Mayor Lee Sung) will conclude the operation of the COVID-19 vaccination centers by the end of this month.
Guro-gu announced on the 20th, "The COVID-19 vaccination centers set up at Guro-gu Community Center and Oryu Culture Center will operate until October 30th according to the guidelines of the Korea Disease Control and Prevention Agency and then close."
As of the 19th of this month, 338,995 residents of Guro-gu (81.4%) have received the first dose of the COVID-19 vaccine, and 276,888 (66.5%) have received the second dose.
Among these, the number of vaccinations administered through the vaccination centers at Guro-gu Community Center and Oryu Culture Center was 82,167 for the first dose and 67,528 for the second dose. An additional 9,745 second doses are expected to be administered by the end of this month.
Vaccinations at the centers will be conducted this month targeting those aged 18 to 49 and others. The Guro-gu Community Center vaccination center will be closed for two days on the 26th and 27th, while the Oryu Culture Center vaccination center will operate normally without any closure days.
To minimize inconvenience to residents following the closure of the vaccination centers, Guro-gu has been promoting consignment contracts with private medical institutions. There are 105 consigned medical institutions in the area.
A Guro-gu official stated, "In the fourth quarter, pregnant women, children and adolescents aged 12 to 17, unvaccinated persons aged 18 and over, and those receiving additional vaccinations can receive vaccinations at consigned medical institutions in the district regardless of their health insurance status," adding, "We will thoroughly manage to ensure vaccinations are convenient and safe."
Yongsan-gu (Mayor Seong Chang-hyun) launched a dedicated COVID-19 home treatment task force (TF) on the 15th by integrating the home treatment management team and the living treatment center operation team in preparation for phased recovery of daily life.
Initially, following the Central Disaster and Safety Countermeasures Headquarters' improvements to activate home treatment, the district formed a COVID-19 home treatment management team within the Disaster and Safety Countermeasures Headquarters on the 5th and urgently established an emergency response system.
From the 18th, the COVID-19 home treatment dedicated TF was formed by integrating the living treatment center and home treatment management team to unify the confirmed patient management system. Soonchunhyang University Seoul Hospital was designated as the cooperative hospital for home treatment patient management.
The COVID-19 home treatment dedicated TF, led by the head of the district's administrative support division, establishes smooth cooperation with related departments and responds promptly to home treatment-related civil complaints.
The living treatment center operation team, established in December last year, continues to operate the living treatment center in the district, monitoring the health of admitted patients, managing transfers, and providing supplies.
The home treatment dedicated team handles isolation management, living support, health management, and 24-hour civil complaint response.
The isolation management team manages home treatment patients; the living support team supports treatment and isolation kit management, medical expenses, and life education; the health management team monitors patient health in cooperation with the hospital and manages emergency patient transfers; and the 24-hour civil complaint team handles day and night civil complaints, nighttime health consultations, and emergency patient transfer support.
Classification of home treatment patients is decided by the metropolitan area bed allocation team. Home treatment candidates are mild or asymptomatic confirmed patients under 70 years old without hospitalization factors. Those who agree to home treatment receive treatment through non-face-to-face medical consultations and prescriptions. After ten days of self-isolation home treatment, isolation is lifted based on medical institution judgment.
Yongsan-gu Mayor Seong Chang-hyun said, "Due to phased recovery of daily life, the number of COVID-19 confirmed cases may temporarily increase sharply," adding, "We will manage the confirmed patient management system without gaps to enable residents to return to daily life as soon as possible."
As of October 18, there are 226 patients under treatment among COVID-19 confirmed cases, and 67.6% of residents have completed vaccination. Pre-booking for additional vaccinations for seniors aged 60 and over began on the 5th, with vaccinations starting on the 25th.
[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Lee Dong-jin) signed a Memorandum of Understanding (MOU) on the 19th at the Widang Hall of Dobong-gu Office to establish a Dobong-type elementary after-school care system through school-community cooperation.
The target schools are two classrooms at Sungmi Elementary School, one classroom at Sinhak Elementary School, and one classroom at Nuwon Elementary School. The MOU signing ceremony was attended by Mayor Lee Dong-jin, the Northern Education Support Office director, and the principals of Sungmi, Sinhak, and Nuwon Elementary Schools, with Superintendent Jo Hee-yeon participating online.
Following the Dobong-gu, Northern Education Support Office, and three schools' MOU ceremony, a video conference was held among the mayor, superintendent, education director, and principals of 23 elementary schools in Dobong-gu. Mayor Lee Dong-jin of Dobong-gu said, "The education expense subsidy survey will serve as valuable basic data to enhance overall satisfaction with Dobong-gu education among students, parents, and staff. The Korea Local Autonomy Management Competition selects excellent policies of local governments nationwide that have contributed to improving residents' quality of life and national development. It was conducted through a nationwide call for excellent policy cases from local governments, selecting outstanding local governments in nine fields including environmental management.

Opened in 2007, the Mapo Business Center (18 Maebongsan-ro) has a total of 20 startup incubation rooms on the 4th to 6th floors of the Mapo Startup Welfare Center.
The Mapo Business Center is a startup incubation center that houses prospective or early-stage entrepreneurs who have technology and business potential but lack various information and management resources, providing support in management, technology, facilities, and more to help them grow.
Currently, 19 companies in software, mobile app development, online system development, character business, and others reside in the center and receive customized support. According to a satisfaction survey conducted in January for resident companies, satisfaction with the center's human and material networks and business support was very high.
As the consignment operation period of the Mapo Business Center expires at the end of December, the district is publicly recruiting universities, non-profit corporations, or organizations located in Seoul to efficiently operate the center and handle technology development, information provision, and management support for resident companies.
The application period is from October 22 to 29. Interested universities and organizations can refer to the announcement on the Mapo-gu website, prepare the application form and business plan, and submit them in person to the Regional Economy Division on the 8th floor of Mapo-gu Office.
The consignment operator will be selected after a final evaluation in December. The selected operator will manage the Mapo Business Center for two years from January 1, 2022, to December 31, 2023.

The Korea Local Autonomy Management Competition is an annual policy contest hosted by the Ministry of the Interior and Safety to encourage local governments to develop creative policies, improve residents' quality of life, and promote national development.
The competition's application fields included seven categories such as environmental management, regional economy, culture and tourism, agricultural and specialty products, corporate environment improvement, social welfare services, and regional development. The district announced it will pilot operate an 'AI·VR Interview Experience Room' at 'Cheong-yeon,' a youth hub opened in April.
As companies increasingly adopt new interview methods such as non-face-to-face interviews after COVID-19, this measure aligns with changing recruitment trends. The space uses smart technologies like artificial intelligence (AI) and virtual reality (VR) to assist young job seekers' interviews.
The VR interview program involves wearing VR goggles, where a virtual interviewer appears and asks questions from past exams related to the selected job category.
Because it uses virtual reality, the screen moves according to the user's gaze wearing the device, and the interviewer's facial expressions change, allowing a vivid interview experience.
The device analyzes the candidate's answers considering response speed, gaze handling, voice tremors, and speech style, providing results. It also offers recorded audio files for participants to monitor their interview habits.
The AI interview program provides mock experiences of AI interviews and AI competency tests, which companies recently use in actual recruitment.
Through practice, participants can prepare for real situations and receive analysis and guidance on personal strengths, competency levels, and job suitability.
The AI·VR Interview Experience Room operates three times a day (10:30 a.m., 1 p.m., 3 p.m.) during the pilot period until November, with each session lasting 90 minutes. Any young job seeker aged 19 to 39 in Gangseo can use it free of charge by phone or visit reservation. Operating hours will expand after official operation starts in December.

Jongno-gu (Mayor Kim Young-jong) has established a 'Smart Child Protection Counseling Room' to strengthen the child abuse response system in the post-COVID-19 era.
With prolonged COVID-19, children spend more time at home, increasing the seriousness of child abuse. While cooperation with related agencies for child abuse investigation, counseling, and protection is more necessary, face-to-face counseling is difficult due to social distancing.
Accordingly, Jongno-gu built the 'Smart Child Protection Counseling Room,' enabling child abuse counseling and investigation through various methods including face-to-face and non-face-to-face, providing a solution to the child care gap.
On the 28th of last month, the district held a pilot video conference with Jongno Police Station, Hyehwa Police Station, Jungbu Education Office, and Child Protection Agency to share information for child abuse work and conduct abuse judgment meetings on reported suspected abuse cases.
Participants from each agency expressed high expectations, stating the smart counseling room is essential for urgent video conferences, saving travel time and improving work efficiency.
They also agreed that being able to check the safety and well-being of children living in facilities via video greatly helps strengthen the children's emotional support system.

Dobong-gu (Mayor Lee Dong-jin), together with Seoul City, will hold the 'We Make Music 2021' (WMM 2021) creative support project for music creators starting from the 20th.
WMM 2021 will be held six times until December 5, and applications can be submitted from October 20 through the Open Chang-dong website.
Unlike other audition programs that benefit only a few participants, 'We Make Music (WMM)' supports various music creators such as beat makers, DJs, and instrumentalists.

Nowon-gu (Mayor Oh Seung-rok) is implementing the 'Ttukttak Project' to create new cultural and artistic community spaces in idle school spaces and will hold an opening ceremony to reveal the transformed school environments.
The Ttukttak Project transforms vacant classrooms and corridors in schools into innovative spaces. Since students and village advisory groups lead the planning, it goes beyond simple space creation to provide opportunities to enhance student autonomy and promote communication between schools and communities.
The MIST Dream Hall at Mirae Industrial Science High School, which will hold its opening ceremony on the 21st, transformed the central corridor on the first floor, previously used only as a hallway, into a cultural and artistic platform. It was designed as a resting place combining books and relaxation based on students' opinions.
The MIST Dream Hall was named by students to mean a passage not just for walking but for dreams. Utilizing the high ceiling, bookshelves were installed, and students' works are displayed. It serves as a resting, reading, and community space for students and will be opened to residents as a community space when needed.
At Cheongwon Girls' High School, a resting place named Cheongwon ForREST will open on the 28th. The first-floor idle space was completed as a healing space with flowers and plants, allowing students to feel as if resting in nature.
Cheongwon Girls' High School formed a teacher-student club to fully reflect students' opinions during planning. Students actively participated by communicating online during spare time after school, engaging in design, and purchasing materials for construction.
The district plans to unveil projects at four more schools next month. Cultural and artistic spaces at Gyeonggi Mechanical Technical High School and outdoor garden resting places at Bulam High School are about to open, raising expectations for how the uniform educational environment has changed through students' ideas.
At Taereung Elementary School and Gongyeon Elementary School, VR sports rooms enabling advanced physical play are being created. Free from fine dust and climate constraints, they will be used for regular classes, after-school classes, and weekend sports schools, promoting students' interest and physical activity through play-centered lessons.
Since 2019, Nowon-gu has supported space creation for students at nine schools: three elementary, four middle, and two high schools, expanding the number of target schools and support amounts annually with positive responses from students and parents.

Seoul selects 'proactive administration best practices' annually among autonomous districts, city headquarters, business offices, and public corporations that achieve tangible results for residents.
The winning case was "Achieving ZERO harmful businesses (massage parlors) around schools nationwide." Since 2015, the district started a project to completely eliminate harmful businesses around schools. This year, the last 13 remaining businesses closed or changed industries, achieving zero harmful businesses among 180 in the area.
The sites of these harmful businesses have been converted into various types such as general restaurants, convenience stores, clothing stores, pharmacies, and coffee shops. Harmful businesses around schools usually operate under general restaurant licenses but function similarly to entertainment bars, known colloquially as 'red houses.'
The district plans to hold a final report meeting next month with stakeholders involved in eradicating harmful businesses. It will continue post-management to prevent recurrence.
Mayor Park Kyum-soo of Gangbuk-gu said, "Achieving ZERO harmful businesses around schools is an excellent case where administrative agencies and residents worked together to achieve satisfying results," adding, "We will continue to actively discover policies that residents can feel."
Gangdong-gu (Mayor Lee Jung-hoon) announced it will hold the '11th Gangdong Artists Festival' at Gangdong Art Center until the 31st.
Started in 2011, the festival marks its 11th year this year with the theme 'Resonance of Life,' featuring the Gangdong Youth Symphony Orchestra, Gangdong Philharmonic Orchestra, and seven member organizations of the Gangdong Artists Federation including art, calligraphy, literature, photography, traditional music, dance, and theater, offering diverse exhibitions and performances.

The Whirlwind Car Wash Team operates on weekdays from 9 a.m. to 4 p.m. for pre-reserved vehicles at the Yongsan-gu Office underground parking lot, providing hand car wash services using eco-friendly chemicals without water. Five workers wash one vehicle for 50 minutes, with costs varying by vehicle type.

The district operates two self-support education courses (Gateway, Employment Ability Improvement), four types (public interest, social service, market entry, youth independence challenge), 15 project teams including neighborhood convenience stores, and three self-support enterprises through the Yongsan Local Self-support Center. It also supports asset formation for low-income people through five projects including Tomorrow Kiwoom Account support for self-support workers.

Yeongdeungpo-gu (Mayor Chae Hyun-il) transformed the so-called 'Bad Cafe' street, lined with illegal entertainment bars in Dangsan-gol, into a colorful fruit lantern street with local residents and merchants and will hold the 'Dangsan-gol Lantern Walk' on the 22nd.
Dangsan-gol is a residential area around 16 Dangsan-ro, Yeongdeungpo-gu, which has long suffered from illegal operations of cafe-type general restaurants (so-called bad cafes) in alleys. The district has been working to rename this bad cafe street as 'Dangsan-gol Cultural Street,' leading voluntary withdrawal of bad cafes and creating bright and lively streets with community spaces, cafes, and village libraries.
Since last year, the district has collaborated with the nearby Yeongdeungpo Fruit and Vegetable Market to create a fruit lantern street. Residents made various fruit lanterns such as strawberries, grapes, and oranges, hanging them on alley shops, brightly lighting Dangsan-gol. The collaboration between residents and small merchants to change the neighborhood themselves is especially meaningful.
The 'Dangsan-gol Lantern Walk' aims to widely promote Dangsan-gol reborn as a themed and cultural street and provide healing for local residents tired from COVID-19 by walking the softly lit street.
The Lantern Walk will be held for two days on the 22nd and 23rd from 5 p.m. to 10 p.m., featuring a brightly lit fruit lantern walking path along Dangsan-gol Cultural Road, large fruit sculpture photo zones, and various attractions.
Additionally, workshops in Dangsan-gol offer free experience programs such as pottery making, fruit lantern decoration, and psychological counseling through fruit tarot in collaboration with local small merchants, youth, and social enterprises, available through prior registration.
At the night market unmanned booths, visitors can find crafts, calligraphy works, and zero-waste products from local small merchants.
Although the 'Dangsan-gol Lantern Walk' is held on a small scale following COVID-19 prevention rules, the district plans to develop it into a representative local festival, refurbish remaining bad cafes on Dangsan-ro 16-gil, and revitalize the local alley commercial district.

Jungnang-gu (Mayor Ryu Kyung-gi) will hold the 3rd Jungnang Youth Dream Festival online and non-face-to-face at Yongma Waterfall Park from noon on the 23rd.
The annual youth dream festival, planned and operated directly by children and youth in the region, will feature performances and experience booths where youth showcase their accumulated skills against the backdrop of the clear autumn waterfall.

The 'Citizen Deliberation Forum on Climate Crisis Response' reflects the expectation that citizens' opinions become volunteer activities and is an online event where citizens directly propose and empathize with practical measures to overcome the climate crisis.
The forum topics include five areas: energy, consumption, mobility, resource saving and recycling, and green spaces (street tree care), conducted in small group discussions by topic. Interested participants can select topics and apply online or by phone by the 27th.
