All Four Invited Heads of Institutions Spark 'Boeun·Code Appointment' Controversy

[Asia Economy Reporter La Young-cheol] During the National Assembly's audit, allegations have arisen that the inaugural heads of Gyeonggi Province's subordinate institutions, established after Governor Lee Jae-myung's inauguration, are 'pro-Lee Jae-myung faction' or 'pro-government figures,' sparking controversy over corruption in the hiring of employees at these institutions.

Choi Chun-sik, a member of the National Assembly's Public Administration and Security Committee from the People Power Party (representing Pocheon-Gapyeong, Gyeonggi), stated on the 16th, "All four inaugural heads of subordinate institutions established after Governor Lee's inauguration?'Gyeonggi Market and Commercial District Promotion Agency,' 'Gyeonggi Social Service Agency,' 'Gyeonggi Transportation Corporation,' and 'Gyeonggi Environment and Energy Promotion Agency'?are suspected of being 'pro-Lee Jae-myung faction' or 'pro-government figures,' indicating 'coded appointments.'"

According to investigation data revealed by Assemblyman Choi, Lim Jin, the inaugural director of the 'Gyeonggi Market and Commercial District Promotion Agency (Gyeongsangwon),' the first public institution newly established under Governor Lee, previously served as team leader of the Seongnam Market Revitalization Foundation and held other key positions during Lee's tenure as mayor of Seongnam.

After Lee took office as governor of Gyeonggi Province, Lim moved to the Gyeonggi Provincial Government's Planning Office as head of the Policy Development Support Team. He later assumed the position of director at Gyeongsangwon but resigned from the post after only four months to run in the 20th general election, having completed personnel hiring at Gyeongsangwon, which has caused controversy.

Lee Hwa-soon, director of the 'Gyeonggi Social Service Agency,' was appointed as the inaugural director of the agency, which was fully funded and established by the province, after serving as the second deputy governor of Gyeonggi Province following Governor Lee's inauguration.

Jung Sang-gyun, president of the 'Gyeonggi Transportation Corporation,' was rapidly promoted from director of the Agricultural and Marine Affairs Bureau to head of the Balanced Development Planning Office within five months after Governor Lee's inauguration, and was appointed president of the Transportation Corporation within a year.

The inaugural director of the 'Gyeonggi Environment and Energy Promotion Agency,' which opened in June, was appointed as the chairman of the Carbon Neutral Special Committee under the Presidential Committee on Agriculture, Fisheries, and Rural Areas, as well as Kim Hyun-kwon, a former Democratic Party proportional representative lawmaker (20th National Assembly).

Notably, prior to his appointment as director of the 'Gyeonggi Environment and Energy Promotion Agency,' Kim served as the standing representative of the 'Gyeongbuk Democratic Peace Plaza,' a group supporting Governor Lee.

Meanwhile, Governor Lee is currently pushing for the establishment of the 'Gyeonggi Province Low-Income Financial Foundation,' 'Gyeonggi Social Economy Agency,' and 'Gyeonggi Youth Foundation.'

Assemblyman Choi criticized, "Seeing Governor Lee Jae-myung's personnel policy, which emphasizes 'fairness' so much, I have doubts about his qualifications as the ruling party's presidential candidate," adding, "Personnel appointments should be made through fair and transparent procedures recognized by all residents, selecting individuals with appropriate abilities and qualifications."
