The functionality of the 'Safety Report' application has been improved to allow anyone to easily report inadequate safety facilities at building demolition sites.
On the 15th, the Ministry of Land, Infrastructure and Transport announced that some detailed tasks, including improvements to the Safety Report function, are being steadily implemented according to the 'Building Demolition Safety Enhancement Measures' announced on August 10.
These measures are follow-up actions to the building collapse accident that occurred on June 9 in Hakdong, Gwangju. The government is promoting detailed tasks to supplement institutional shortcomings throughout all stages of demolition work and to establish a continuous monitoring system for demolition sites involving public participation.
First, the reporting function of Safety Report, which allows citizens to directly report hazards and receive processing results, has been improved. Citizens who discover inadequate safety measures around pedestrian paths or bus stops near demolition sites, or insufficient installation of various safety facilities, can report these through Safety Report.
The relevant local governments can verify the reported hazards received via Safety Report and take measures such as on-site inspections.
Additionally, to raise the level of site management and supervision of demolition work, the government will also improve the performance of demolition supervisors and the demolition plan preparation system.
Currently, supervisor training is conducted for 16 hours focusing on legal interpretations, but going forward, the curriculum will include safety measures, practical review of deficient demolition plans, training completion evaluations, and the training hours will be expanded to 35 hours.
The system has been improved so that supervisors register daily construction supervision logs online for permit authorities to check, and if the construction supervision log is not registered, the permit authority can immediately request the supervisor to register it.
Um Jeong-hee, Director of Building Policy at the Ministry of Land, Infrastructure and Transport, said, "We will steadily implement legal revisions and system improvements according to the demolition safety enhancement measures, and continuously conduct joint inspections and national safety diagnostics at demolition sites to ensure thorough safety management."
