Construction of 15 Apartment Buildings from Basement 3 to 35 Floors Above Ground, Maximum Height 106.35m... 781 More Units Than Existing 660-Unit Apartment
[Asia Economy Reporter Jongil Park] Hangang Mansion, the first middle-class apartment in Korea and a representative reconstruction complex in Dongbu Ichon-dong, is set to begin full-scale redevelopment this month.
A new residential complex with 3 basement floors, 35 above-ground floors, and a maximum height of 106.35 meters, along with ancillary welfare facilities, is expected to be constructed.
Yongsan-gu (District Mayor Seong Jang-hyun) announced the approval of the project implementation plan for the Hangang Mansion housing reconstruction redevelopment project in the Seobinggo Apartment District in the district bulletin dated the 24th.
This is in accordance with Article 50, Paragraph 1 of the Urban and Residential Environment Improvement Act.
The redevelopment zone is located at 300-23 Ichon-dong, Yongsan-gu, along with 23 other parcels. The area covers 84,262.1㎡, divided into ▲land 74,723.7㎡ (residential 68,714.7㎡, linear commercial area 6,009㎡) ▲small park 4,505.4㎡ ▲road 4,033㎡ ▲public office 1,000㎡.
The building area is 15,287.53㎡, and the total floor area is 334,584.57㎡. The land use zone is a Type 3 General Residential Area, applying a building coverage ratio of 20.45% and a floor area ratio of 255.15%. The existing 24 apartment and management buildings will be demolished and replaced with 15 buildings including 35-story apartments and welfare facilities. The number of households will increase by 781 from the current 660 to 1,441.
Of these, 1,303 units (44~193㎡) will be for sale, and 138 units (44~59㎡) will be rental.
Redevelopment infrastructure includes roads, small parks, and public offices. The project implementer will construct these facilities and donate them to the district.
The project implementer is the Hangang Mansion Housing Reconstruction Redevelopment Association (Chairman Lee Soo-hee). The project will continue for 90 months from the approval date (September 16), with a planned budget of 913.4 billion KRW.
Hangang Mansion was the first luxury apartment built by the Korea Housing Corporation targeting the middle class. Completed in 1970, it led the construction of nearby high-rise apartments. After 47 years, the reconstruction association was established (June 2017), passed the Seoul City Architectural Committee review in 2019, and the environmental impact assessment in 2021.
The application for project implementation plan approval was submitted in March. The district conducted six months of consultations with related departments and agencies, public inspection and announcement, and established an urban planning facility (park) plan before sending the approval certificate to the association on the 16th. This is four years after the association was established.
The construction company is expected to be selected early next year.
Yongsan District Mayor Seong Jang-hyun said, “Following last year’s approval of the Hangang Samik reconstruction project in Ichon 1-dong, this year we approved the project implementation plan for Hangang Mansion housing reconstruction. This procedure combines housing construction project plan approval and building permits.”
He added, “If the plan proceeds as scheduled, the management disposition plan approval will be in 2023, followed by resident relocation and demolition of existing apartments in 2024. The district will continue efforts to improve the residential environment and enhance residents’ quality of life.”
As of September, there are 13 housing reconstruction projects in Yongsan-gu. Depending on progress, they are categorized as two with project implementation plan approval (Hangang Samik, Hangang Mansion), seven with association establishment approval (Sanho, Wanggung, Pungjeon, Gangbyeon Gangseo, Hanyang Cheolwoo, Hannam Shibeom, Sindong-a), and four with promotion committee approval (Jungsan Shibeom, Cheonghwa, Ichon 1 District, Huam 1 District).
