Director Kim graduated from Seoul National University with a degree in Control and Instrumentation Engineering, earned a master's degree from the same university, and obtained a Ph.D. in Computer Engineering from Virginia Tech in the United States.
He entered public service through the 30th Technical Examination and has held various positions including Head of the Green Broadcasting and Communications Technology Team at the Korea Communications Commission, Head of Future Talent Development at the Ministry of Science, ICT and Future Planning, Head of Information and Communications Broadcasting Technology Policy Division, Head of Broadcasting Industry Policy Division at the Ministry of Science and ICT, and served at the National Cybersecurity Center of the National Intelligence Service.
