President Moon Proposes "South-North-US or South-North-US-China Ceasefire Declaration" (Comprehensive)

The 76th UN General Assembly Keynote Speech, "Doing Our Best Until the End of the Term for a Cooperative and Harmonious Korean Peninsula"

[Asia Economy Reporter Ryu Jeong-min] President Moon Jae-in proposed on the 21st (local time) during his keynote speech at the 76th United Nations General Assembly held in New York, USA, "I suggest that the three parties of South Korea, North Korea, and the United States, or the four parties including China, come together to jointly declare the end of the war on the Korean Peninsula," adding, "I believe that when the parties involved in the Korean War come together to achieve a ‘Declaration of the End of the War,’ complete peace can begin alongside irreversible progress in denuclearization."


President Moon said, "Today, I once again urge the international community to unite their efforts for a ‘Declaration of the End of the War’ on the Korean Peninsula," emphasizing that the declaration is an important starting point for creating a new order of reconciliation and cooperation.


President Moon stated, "South Korea will do its utmost to firmly root permanent and complete peace starting from the Korean Peninsula," and added, "The beginning of peace on the Korean Peninsula is always dialogue and cooperation. I urge the prompt resumption of dialogue between South and North Korea, and between North Korea and the United States."


President Moon explained, "When South and North Korea and neighboring countries cooperate together, peace will be firmly established on the Korean Peninsula and contribute to the prosperity of the entire Northeast Asia," and "This will later be called the ‘Korean Peninsula Model’ of achieving peace through cooperation."

President Moon said, "North Korea must also prepare for changes suitable for the ‘Era of the Global Community.’ I hope the international community will continuously extend a hand of cooperation to North Korea together with South Korea."


While emphasizing the necessity of resuming dialogue on the Korean Peninsula, President Moon refrained from mentioning sensitive issues such as North Korea’s missile problems. He stressed the need for reunions of separated families between the two Koreas and participation in the ‘Northeast Asia Quarantine and Health Cooperation Body.’


President Moon pledged, "As a community sharing the fate of the Korean Peninsula and as a member of the ‘Global Community,’ I hope the South and the North will join forces. I will do my best until the end of my term for a ‘Korean Peninsula of coexistence and cooperation.’"


Based on South Korea’s changed status after COVID-19, President Moon also emphasized its role in the international community. In particular, through the expression ‘global community,’ he highlighted the importance of solidarity and cooperation.


President Moon said, "The scope of our lives and thoughts has expanded from villages to countries, and from countries to the entire globe. I consider this the birth of the ‘Era of the Global Community,’" adding, "Until now, countries that led the world were those ahead in economic development or those with superior power, but now all countries must pursue sustainable development in harmony with the best goals and methods."

President Moon urged that in the era of the global community, the United Nations must present new norms and goals that are reciprocal and cooperative within the multilateral order. He said, "The immediate task the ‘Global Community’ must solve is achieving inclusive recovery from the COVID crisis," and "Now all members of the UN must make more serious efforts to achieve the ‘2030 Sustainable Development Goals.’"


President Moon pledged, "South Korea will work together so that all people and all countries can escape the threat of COVID. We will fulfill our promise to provide 200 million USD to COVAX and take a leading role as a global vaccine production hub to ensure equitable and rapid distribution of COVID vaccines."


Additionally, President Moon mentioned climate crisis response as another urgent issue the global community must address. He said, "The international community must work more closely together to advance toward ‘carbon neutrality.’"


President Moon referred to the recent situation in Afghanistan and emphasized the UN’s role in peace and human rights.


President Moon said, "In December, we will host the ‘UN Peacekeeping Ministerial Meeting’ in South Korea. We will make it an opportunity for the international community to cooperate closely so that UN peacekeeping operations can be conducted more safely and effectively," and added, "South Korea aims to actively play a role in sustainable peace and the prosperity of future generations by entering as a non-permanent member of the Security Council in 2024?2025."
