Hansanghyuk, Chairman of the Korea Communications Commission, "Online Platforms Need Targeted Regulation and Responsibility"

[Asia Economy Reporter Cha Min-young] Han Sang-hyuk, Chairman of the Korea Communications Commission (KCC), identified 'targeted regulation' and 'responsibility' as key factors for the sustainable mutual growth of domestic online platform companies. Related legal systems are also being prepared by the KCC and the Ministry of Science and ICT.


The Korea Communications Commission announced on the 15th that it held the 4th 'Internet Mutual Growth Council' as an online video conference.


The council, which has been operating for four years, has brought together experts from government, industry, and academia to discuss various issues in the telecommunications and internet industries, such as resolving domestic and international discrimination, net neutrality, and realizing fair competition in the platform industry.


At the meeting, Cho Dae-geun, CEO of Inka & Research Consulting, presented on 'Cases of Disputes Related to Network Usage Contracts and Policy Implications,' and Lee Dae-ho, professor at Sungkyunkwan University, spoke on 'Network Usage Policy Issues in the 5G Environment.'


In his opening remarks, Han Sang-hyuk emphasized, “The council’s activities have led to meaningful policy achievements, including the passage of the law banning forced in-app payments in app markets. Driving innovative growth and establishing a fair mutual growth foundation in the telecommunications and internet industries are two sides of the same coin, requiring simultaneous efforts from both the industry and government, a concept known as ‘Jultakdongsi.’” Jultakdongsi is a four-character idiom meaning “For a chick to hatch from an egg, both the chick and the mother hen must peck from inside and outside.”


Regarding online platforms, he stated, “Despite the aggressive moves of global companies, Korea is an ICT advanced country with its own domestic platforms. While respecting the achievements of leading domestic platform companies, targeted regulation and the imposition of responsibility are necessary for sustainable mutual growth.”


On related legislation, he explained, “Through cooperation between the KCC and the Ministry of Science and ICT, we are broadly preparing everything from the establishment of a new specialized law for online platforms to amendments to the existing 'Telecommunications Business Act' that can be flexibly applied to the market.”


Meanwhile, the 4th council will operate until the end of this year and plans to submit a report on the discussion results of related agenda items to the KCC.
