Ministry of the Interior and Safety Establishes 'Data-Driven Administration Officer Job Guidelines' for Administrative and Public Institutions

Providing Public Services That Citizens Can Feel Through Early Establishment of Data-Driven Administration

[Asia Economy Reporter Lim Cheol-young] On the 13th, the Ministry of the Interior and Safety announced that it will publish and distribute the ‘Data-Based Administration Officer Guideline’ to promote the early establishment of an innovative culture of data-driven work centered on data-based administration officers in administrative and public institutions.


The purpose of the ‘Officer Guideline’ is to eliminate data silos within administrative and public institutions through each institution’s data-based administration officer, actively promote inter-agency data sharing, and strengthen data capabilities so that a data-based administration culture takes root within institutions. It is expected to provide convenient and intelligent services across the lives of the people, such as supporting the establishment of customized job policies for citizens facing difficulties in daily life due to COVID-19.


Following the enforcement of the Data-Based Administration Act, the 812 data-based administration officers appointed in March at administrative and public institutions are responsible for managing the data status within their institutions, supporting data sharing and analysis, and promoting data-driven administrative innovation.


The Ministry of the Interior and Safety, recognizing that the system is in its early stages, prepared the guideline containing the roles, duties, and detailed implementation plans for officers by consulting academic and industry experts and gathering opinions from administrative and public institution practitioners to support the difficulties officers face in performing their duties.


The ‘Officer Guideline’ is divided into four sections: establishing data-based administration governance, managing data status and supporting data sharing, supporting data analysis and utilization, and strengthening data utilization capabilities and fostering a data-based administration culture.


As the lead ministry for data-based administration, the Ministry of the Interior and Safety has made multifaceted policy efforts to enable the government to shift to a data-centered working method, including forming and operating a government-wide Data-Based Administration Activation Committee, establishing basic and implementation plans, and laying the foundation by building a data integration management platform.


Additionally, to provide public services that citizens can feel directly, the ministry plans to support solving policy issues through government-wide data analysis and actively discover cases of improving public services based on data in fields such as disaster safety, welfare, and civil complaints.


Seo Bo-ram, Director of Public Data Policy, stated, “This year is the ‘Year of Leap for Data-Based Administration,’ and the role of officers is more important than ever. We will generously support the early adoption of a data-based administration culture in each institution,” adding, “We will strive to promote inter-agency data sharing so that administrative and public institutions can provide public services that resonate with the people.”
