4 Cases of Exemplary Proactive Administration Selected for Metropolitan Area Public Land Pre-Subscription and More [Image source=Yonhap News]

[Asia Economy Reporter Jo Gang-wook] The Ministry of Land, Infrastructure and Transport announced on the 9th that it has selected four exemplary cases of proactive administration in 2021: pre-subscription for public housing sites in the metropolitan area, preemptive installation of speed enforcement cameras in traffic accident-prone zones, expansion of logistics infrastructure using idle highway land, and development of a decision support system to promote green remodeling.


The Ministry explained that although it is implementing housing supply measures including 300,000 units in the metropolitan area, the administrative procedures take 3 to 4 years, making it difficult to see early effects. However, through pre-subscription 1 to 2 years before the main subscription, it is expected to alleviate the subscription waiting demand of actual homebuyers without housing.


In particular, the first pre-subscription recorded a high competition rate with about 93,000 applicants, 28.1 to 1 for public sale, and 13.7 to 1 for newlywed hope towns. Among the applicants, 38.2% were residents of Seoul, indicating an expected absorption effect of housing demand in the Seoul area.


Additionally, to prevent traffic accidents, the Ministry introduced that it submitted related agenda items to the Proactive Administration Committee to allow installation of speed enforcement equipment in accident-prone areas even before legal amendments, thereby improving the issue.


One of the exemplary cases also includes promoting the expansion of logistics infrastructure on idle land near highways, such as vacant lots near highway interchanges with excellent urban accessibility, to expand large-scale logistics facilities.


Hwang Seong-gyu, Vice Minister of the Ministry of Land, Infrastructure and Transport, said, "Since there are many urgent issues directly related to people’s livelihoods, we will continue to discover tasks with high public impact and encourage and support proactive administration to achieve early results."
