Why Did Lee Chang-woo, Dongjak District Mayor, Launch the Pre-Payment Campaign to Support Small Business Owners?

Why Did Lee Chang-woo, Dongjak District Mayor, Launch the Pre-Payment Campaign to Support Small Business Owners? Lee Chang-woo, Mayor of Dongjak District, is promoting participation in the campaign by prepaying at a restaurant located in Noryangjin-dong.


[Asia Economy Reporter Jongil Park] Dongjak-gu (Mayor Changwoo Lee) is promoting the ‘Good Advance Payment Campaign’ to help small business owners who are struggling due to the prolonged Level 4 social distancing measures.


The ‘Good Advance Payment Campaign’ is a voluntary consumption movement where customers pay in advance and promise to visit later at ▲restaurants ▲traditional markets ▲beauty and hair salons, etc., aimed at minimizing damage to the local commercial district.


This campaign is led by Dongjak-gu and will first be implemented primarily by public institutions such as ▲all departments of the district office ▲public health center ▲dong community service centers ▲related organizations, and then expanded to the private sector.


A Mr. A, who runs a restaurant in Sadang-dong, said, “Operating the restaurant has become very difficult due to the prolonged social distancing,” and added, “It feels like warm messages of support are being conveyed through advance payments.”


Additionally, to promote consumption within the region during the Chuseok holiday, the district will issue 5 billion KRW worth of Dongjak Love Gift Certificates. From 2 p.m. on September 7, individuals can purchase up to 700,000 KRW at a 10% discount through mobile apps such as Beeple Zero Pay and Check Pay.

Kim Jungwon, head of the Economic Promotion Division, said, “Each resident’s participation in the advance payment consumption movement is a great support to small business owners,” and added, “We will do our best to implement various policies to support small business owners going through difficult times due to the prolonged COVID-19 pandemic.”


Meanwhile, the district is accepting applications for small business loans totaling 3.2 billion KRW, with an annual interest rate of 1%, ranging from 20 million KRW to a maximum of 100 million KRW, for facility improvements and business stabilization for small and medium-sized enterprises and small business owners.


Also, starting from September 6, the district plans to accept applications for communication fee support for the 080 Safe Call Service through the Dongjak-gu Office website, targeting 7,600 locations where entry logs are mandatory.
