[Asia Economy Reporter Jo Gang-wook] The Uiwang, Gunpo, and Ansan districts in Gyeonggi Province and the Hwaseong Jinan district have been designated as new town-level housing development zones. Including these two areas, the government has designated seven new housing development zones in the metropolitan area, supplying a total of 120,000 housing units. Additionally, three local areas including Daejeon and Sejong have been newly designated as housing development zones with a scale of 20,000 housing units.


The Ministry of Land, Infrastructure and Transport announced on the 30th that it has finalized the locations for the third phase of new public housing sites nationwide, totaling 140,000 housing units across 10 locations. This comes about seven months after the announcement of the 2·4 Supply Plan.


The newly designated housing development zones in the metropolitan area include △ Uiwang, Gunpo, Ansan (41,000 units) △ Hwaseong Jinan (29,000 units) △ Incheon Guwol 2 (18,000 units) △ Hwaseong Bongdam 3 (17,000 units) △ Namyangju Jingeon (7,000 units) △ Yangju Jangheung (6,000 units) △ Guri Gyomun (2,000 units). In local areas, the zones are △ Daejeon Jukdong 2 (7,000 units) △ Sejong Jochiwon (7,000 units) △ Sejong Yeongi (6,000 units).


Yoon Sung-won, the first vice minister of the Ministry of Land, Infrastructure and Transport, stated, "Considering additional factors such as plan changes including Taereung and the housing market situation, we identified 10 locations for a total of 140,000 housing units, which is 9,000 units more than the originally planned 131,000 units, and finalized them after consultations with local governments. Among the 140,000 new public housing units to be promoted, a total of 120,000 units will be supplied in the metropolitan area."

Among the new housing sites, the Uiwang, Gunpo, Ansan district and the Hwaseong Jinan district are of new town-level scale, each exceeding 3.3 million square meters. The supply volume from these two districts alone is 70,000 units, accounting for half of the total supply. In particular, the Uiwang, Gunpo, Ansan district covers an area of 5.68 million square meters, approaching the size of Anyang Pyeongchon New Town (5.89 million square meters). The district is adjacent to Seoul Metropolitan Subway Lines 1 and 4, and the GTX-C line is scheduled to stop at Uiwang Station, making it the most outstanding in scale and location conditions among the new housing sites. The Hwaseong Jinan district, adjacent to Dongtan New Town, is also 4.52 million square meters, about 1.5 times the size of Yeouido.


Meanwhile, the Ministry of Land, Infrastructure and Transport confirmed Guri Gyomun and Namyangju Jingeon districts as additional supply sites near Taereung Golf Course, with a scale of 9,000 housing units.


The Ministry plans to complete the designation of the third phase new housing development zones by the second half of next year through public inspection, strategic environmental impact assessments, and review by the Central Urban Planning Committee, and to start recruiting residents from 2026 after district planning in 2024.


Previously, the government announced in the 2·4 Supply Plan that it would supply a total of 250,000 new public housing units, including 180,000 units in the metropolitan area and 70,000 units in local areas. Subsequently, the first new housing sites were confirmed in the same month, including Gwangmyeong and Siheung districts with 101,000 units, but the schedule for follow-up announcements was delayed due to a land speculation scandal involving employees of the Korea Land and Housing Corporation (LH). In the second candidate site announcement in April, only two small- to medium-sized local housing sites with 18,000 units were disclosed. With today's announcement, all the remaining 131,000 units plus an additional 9,000 units, totaling 140,000 new housing units, have been fully disclosed.
