'120 Trillion' Won Yongin Semiconductor Cluster Blueprint Revealed... Groundbreaking in Early Next Year


[Asia Economy (Yongin) = Reporter Lee Young-gyu] Yongin City, Gyeonggi Province, announced on the 24th the "Yongin Semiconductor Cluster General Industrial Complex Basic Management Plan" for the area around Wonsam-myeon, Cheoin-gu.


This follows Yongin City's approval of the industrial complex plan in March and is in accordance with the "Act on the Promotion of Industrial Clusters and Factory Establishment," which requires the establishment of a basic management plan.


The announcement of the basic management plan is essentially a preliminary step for the sale and lease of the industrial complex land, and through this, the city expects the land sales within the industrial complex to proceed swiftly.


The main contents of the announcement include the status of land sales and leases within the Yongin Semiconductor Cluster General Industrial Complex, location conditions, matters related to target industries and restricted industries according to the industrial complex resident management plan, plans for selecting resident companies, and layout plans by industry.


This plan focuses on enhancing the efficiency of industrial complex operations through rational industry allocation, aiming for the sustainable growth of the semiconductor industry.


In detail, the total development area of the Yongin Semiconductor Cluster is 4,153,502㎡, consisting of industrial facilities (2,446,554㎡), mixed-use zones (22,131㎡), support facility zones (61,700㎡), public facility zones (859,489㎡), green zones (615,197㎡), and management-excluded zones for residential and commercial purposes (148,431㎡).


Among these, the area subject to disposal (sale and lease) is 2,807,519㎡, which is 67.6% of the total industrial complex site area.


The target industries for residency within the complex are specified by SK Hynix site, cooperative complex, collective energy facilities, and mixed-use land.


The target industries include electronic components, computers, video, audio, and communication equipment manufacturing (C26), chemical substances and chemical products manufacturing (C20), other machinery and equipment manufacturing (C29), electricity, gas, steam, and air conditioning supply (D35), video and audio recording production and distribution (J59), and research and development (M70), according to the Korean Standard Industrial Classification (middle category).


Residency is restricted for harmful industries that may impact the environment, such as companies discharging pollutants exceeding water quality design standards.


Additionally, since the Yongin Semiconductor Cluster was designated as a government-specialized cluster for semiconductor materials, parts, and equipment in January, companies with capabilities to enhance the competitiveness of the industry can be selected as resident companies through the screening by the "Resident Company Selection Committee."


The project implementer, Yongin General Industrial Complex Co., Ltd., plans to complete consultations with the city on the industrial complex land disposal plan in the second half of this year and begin construction in the first half of next year after obtaining approval for the detailed plans for water pipelines and power lines.

Mayor Baek Gun-gi of Yongin emphasized, "As the Yongin Semiconductor Cluster is a major national project to maintain the semiconductor industry's technological lead and a key issue responsible for the city's 100-year future, we will proceed with all necessary procedures without delay to ensure the industrial complex is developed on schedule."


Meanwhile, the Yongin Semiconductor Cluster will be developed over 4.15 million㎡ (1.26 million pyeong) across Wonsam, Dokseong, and Jungneung-ri in Cheoin-gu. It will house four semiconductor fabs of SK Hynix as well as about 50 semiconductor materials, parts, and equipment partner companies.


Yongin General Industrial Complex will invest 1.79 trillion KRW to develop the site, and SK Hynix will invest 120 trillion KRW to build semiconductor production facilities.


The project officially began when the city approved and announced the Yongin Semiconductor Cluster General Industrial Complex plan in March. Compensation procedures are currently underway.
