[Sejong=Asia Economy Reporter Joo Sang-don] The Fair Trade Commission announced on the 10th that it selected the 'One-stop Telecommunication Sales Business Registration System Establishment' and 'Social Agreement for Preventing Overwork of Delivery Workers' as excellent cases of proactive administration in the second quarter, and selected four employees involved in these tasks as 'Excellent Proactive Public Officials.'
Investigator Kim Seo-young of the FTC's Electronic Transaction Division was recognized for her contribution to establishing the one-stop telecommunication sales business registration system by linking tasks and systems that were previously dispersed across multiple agencies. Although telecommunication sales business registration was possible online, registrants had to visit city, county, or district offices in person to receive and print the registration certificate, causing inconvenience to business operators and unnecessary workload for local governments. Investigator Kim reviewed relevant laws, understood the roles and functions of various IT systems, persuaded and mediated officials from related agencies to implement necessary functions, and collected opinions from about 320 local governments.
As a result, the Government24 system was revamped to enable the first-ever linkage between Government24 and local tax payment systems such as Wetax and Etax (exclusive to Seoul), allowing the entire process from application to issuance of registration certificates to be completed online. This system has been in use since May of this year.
Three officials from the FTC's Service Industry Monitoring Division?Kim Kyung-won, Jung So-young, and Investigator Lee Eun-il?were recognized for their contribution to reaching a social agreement to prevent overwork among delivery workers through collaboration with related ministries. They conducted written and survey investigations targeting four delivery companies and about 3,400 agencies to identify difficulties faced by participants in the delivery market. Furthermore, through about six months of discussions in a social agreement body involving stakeholders such as delivery companies, agencies, delivery workers, cargo owners, and consumer groups, they contributed to deriving a social agreement to prevent overwork-related deaths among delivery workers.
The excellent proactive public officials selected this time were finally decided through evaluations by the general public on four recommended proactive administration cases and deliberations by the Proactive Administration Committee, which includes external private members. Excellent proactive public officials receive commendations from the Fair Trade Commission Chairman along with preferential treatment in personnel matters.
