[Asia Economy Reporter Junhyung Lee] On the 5th, the Ministry of SMEs and Startups announced the 'Win-Win Cooperation Ecosystem Expansion Strategy' in preparation for the post-COVID-19 era, together with related government departments.
Previously, the government adopted 'Win-Win Cooperation between Large and Small-Medium Enterprises for Mutual Development' as a national agenda and implemented related measures twice in collaboration with relevant ministries. As a result, cases of large corporations voluntarily engaging in win-win cooperation with companies or small business owners they had not previously traded with have increased. However, according to the Ministry of SMEs and Startups, there was a need to supplement policies to further expand win-win cooperation. Changes in the business environment, such as the acceleration of non-face-to-face and digital economy transitions and the spread of ESG (Environmental, Social, and Governance) management, also serve as another background.
The government prepared the win-win cooperation ecosystem expansion strategy by supplementing the shortcomings of existing policies and reflecting changes in the business environment. This measure consists of four major strategies: ▲Win-win cooperation driving innovative growth ▲Spreading the warmth of win-win cooperation ▲Establishing fair trade relationships ▲Expanding the foundation for promoting win-win cooperation. The detailed tasks include 12 items such as ▲Promotion of Caring Companies 2.0 ▲Responding to policy environment changes like ESG and digital transition ▲Strengthening efforts to bridge the gap between large and small-medium enterprises.

Specifically, through the detailed task 'Promotion of Caring Companies 2.0,' the Ministry of SMEs and Startups plans to expand the number of caring companies to 50 by 2023 to support the innovative growth of small and venture businesses. Through 'Strengthening efforts to bridge the gap between large and small-medium enterprises,' they plan to spread cooperation profit-sharing systems and performance-sharing systems to reduce gaps in wages and welfare. Collaborative Tomorrow Filling Deduction supported by large corporations and joint labor welfare funds will also be expanded.
Additionally, through 'Expanding sales channels via win-win cooperation,' the number of public procurement win-win cooperation products will be increased to 250 by 2023. Public procurement win-win cooperation products, previously limited to goods and construction sectors, will be expanded to the service sector, and products with win-win cooperation certification marks will be registered in the Nara Marketplace comprehensive shopping mall.
Meanwhile, contributions to the win-win cooperation fund and win-win payments have shown steady growth. According to the Ministry of SMEs and Startups, the win-win fund increased from 150 billion KRW in 2016 to 257.2 billion KRW last year. During the same period, the amount of win-win payments rose from 66.7 trillion KRW to 119.8 trillion KRW. The cash payment ratio for delivery payments also improved from 62.5% in 2018 to 83.7% last year, an increase of 21.2 percentage points, indicating an improvement in transaction practices.
Kang Sung-cheon, Vice Minister of the Ministry of SMEs and Startups, stated, "Large corporations have made significant efforts for win-win cooperation so far," adding, "Especially, they did not spare support to overcome COVID-19." Vice Minister Kang continued, "We will promptly implement the tasks included in this measure in cooperation with related ministries," and said, "For parts related to legal amendments, those already proposed will be completed within this year, and for new bills that need to be proposed, we will do our best to complete amendments by the first half of next year."
