Reviewing Previously Rejected Proposals and Complaints Due to Lack of Regulations

[Gokseong=Asia Economy Honam Reporting Headquarters, Reporter Heo Seonsik] Jeonnam Gokseong-gun (Governor Yu Geun-gi) announced on the 30th that it will introduce the Active Administration National Application System, which re-examines rejected public proposals and denied public interest complaints.

So far, many public proposals and public interest complaints have been rejected or denied due to the absence of related laws or unclear regulations. From the perspective of proposers or complainants, they feel powerless when their efforts to raise opinions are not accepted.

Civil servants also often find it difficult to take proactive action, fearing that problems may arise if they proceed without proper grounds.

The 'Active Administration National Application System' was introduced to solve these problems. The core of this system is to allow requests for opinions to the Basic Local Government Active Administration Committee when proposals or complaints are rejected due to the absence or ambiguity of legal regulations.

Additionally, by using the 'Pre-consulting' system, local government officials, complainants, and proposers can request opinions from metropolitan governments regarding the consistency of the relevant complaints or proposals.

Gokseong-gun has been fully implementing the , which includes the introduction of this national application system, since July 27. The main amendments include the Active Administration National Application System, enhancing the operation and fairness of the Active Administration Committee, and strengthening support for preventing and eradicating passive administration.

It should be noted that not all complaints or proposals are eligible for the Active Administration National Application.

Basically, it is only possible when a complaint or proposal has been submitted according to the purpose of the system but was rejected or not accepted due to the absence or ambiguity of related legal regulations.

Applications are restricted in cases where investigations or appeals under other laws such as criminal investigations or trials are ongoing, matters concerning private rights between individuals, profit-making or promotional activities of specific individuals or groups, or simple proposals and complaints (such as warnings, petitions, criticisms, suggestions, or expressions of dissatisfaction).
