[Asia Economy Reporter Cha Min-young] The Korea Communications Commission announced on the 25th that it will conduct online non-face-to-face training starting from the 26th for those responsible for preventing the distribution of illegal filming materials among major domestic and international internet service providers.
The training targets social networking services (SNS), communities, internet personal broadcasting, and search portal companies with sales exceeding 1 billion KRW or an average daily user count of over 100,000.
Following last year's amendments to the Telecommunications Business Act and the Information and Communications Network Act, which strengthened internet service providers' obligations to delete and prevent the distribution of digital sexual crime materials, webhard operators and value-added telecommunications service providers above a certain scale (preemptive action obligation providers) are required to designate a person responsible for preventing the distribution of illegal filming materials and receive at least two hours of statutory training annually.
This training will provide detailed guidance on technical and administrative measures to prevent the distribution of illegal filming materials, which are key concerns for preemptive action obligation providers. Additionally, to enhance the effectiveness of training for overseas providers, an English training video will be separately produced.
Kim Jae-cheol, Director of the User Policy Bureau at the Korea Communications Commission, stated, "Through this training, by providing essential information that preemptive action obligation providers need to know?including detailed technical and administrative measures, cases of KCC deliberation and resolution, procedures for handling reports and deletion requests, methods for preparing transparency reports, and relevant laws?we expect to greatly contribute to preventing the distribution of digital sexual crime materials."
