[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Gyeongbuk Province will hold the launch ceremony of the 'Gyeongbuk-type Delinquent Tax Collection Support Group' at 4:30 PM on the 12th at the Dongnak Hall of the provincial government building to promote customized collection activities focused on delinquent taxpayers by selecting 104 dedicated investigators for delinquent taxpayer surveys.
The launch ceremony will be held with about 200 attendees, including 104 dedicated investigators and public officials from 23 cities and counties, proceeding in the order of awarding commendations to public officials who contributed to the development of local tax administration, encouragement speeches, declaration of the launch of the delinquent tax collection support group, reading of the oath by the investigators, and group commemorative photos.
Before the declaration of the launch of the delinquent tax collection support group, the governor will award commendations to 10 public officials who contributed to expanding local tax revenue and establishing tax justice, encouraging their efforts so far.
The 'Gyeongbuk-type Delinquent Tax Collection Support Group,' launched in March, is described by Gyeongbuk Province as part of a "warm collection administration" that helps economically self-sufficient recovery of livelihood-type delinquent taxpayers facing temporary difficulties rather than strengthening delinquent disposition, and incorporates delinquent taxpayers in welfare blind spots into the social safety net through welfare linkage.
To this end, Gyeongbuk Province plans to conduct a full survey of 370,000 small-amount delinquent taxpayers with local taxes and non-tax revenues under 1 million won (as of the end of 2020) and has hired dedicated investigators to investigate basic information such as residence and property ownership of delinquent taxpayers.
The dedicated investigators for the survey (contract workers) were newly selected as 82 people by each city and county, and integrated with 22 personnel from the taxpayer support call centers hired in seven existing cities and counties. They will start visiting residences and conducting telephone surveys of delinquent taxpayers for six months until December.
Based on the results of the delinquent taxpayer survey, tax officials will comprehensively analyze delinquent taxpayer information such as credit information, health insurance income, and seizure status to classify delinquent taxpayer types, and strengthen delinquent disposition for collectible delinquent taxpayers.
In cases of temporary lack of funds, collection deferral or installment payments will be allowed, and for livelihood-type delinquent taxpayers facing difficulties, customized collection activities will be promoted by linking with welfare departments to provide emergency welfare and support for housing, livelihood, medical care, and education expenses.
Lee Cheol-woo, Governor of Gyeongbuk Province, emphasized, "Those who can afford to pay taxes but do not must be collected from to the end in terms of tax justice and fairness, but those who are struggling to the point of worrying about meals rather than taxes must be actively helped," adding, "Please do your best to rescue delinquent taxpayers with pride in giving hope to livelihood-type delinquent taxpayers."
