Min Hyung-bae, a member of the Democratic Party of Korea (Gwangju Gwangsan-eul), announced on the 30th that he has taken the lead in proposing the "Act on Public Deliberation of the Basic Income System" to facilitate social discussion and consensus on the basic income system.
The basic income system is a system aimed at appropriate income distribution to guarantee human dignity, value, and living rights. It is attracting attention as a welfare-oriented economic policy to prepare for the Fourth Industrial Revolution era.
In particular, due to the COVID-19 pandemic, basic income such as disaster basic income and universal disaster relief funds has gained interest not only domestically but also globally.
Countries such as the United States, Canada, Germany, Brazil, and Kenya are already conducting project-type experiments and data research in various forms.
However, in South Korea, the feasibility and necessity of basic income are being questioned due to issues such as funding.
The bill presents principles for public deliberation, including listening to citizens' opinions and providing information about the basic income system. It also stipulates the responsibilities of the state and local governments to reflect the results of public deliberation in policies. It includes the establishment of a Basic Income System Public Deliberation Committee under the President to systematically promote public deliberation.
Representative Min Hyung-bae said, "The discussion on the basic income system is problematic as it proceeds only with the voices of politicians, media, and experts, without reflecting the will of the citizens." He added, "Since basic income has a significant impact on our future, I hope that it will be quickly reviewed along with the bill proposed by Representative Yong Hye-in and that social consensus can be reached through sufficient discussion."
A total of 32 lawmakers, including Min, Kim Nam-guk, Kim Byung-wook, Kim Seung-won, Kim Young-jin, Kim Yoon-duk, Kim Hong-gul, Moon Jung-bok, Moon Jin-seok, Park Sung-joon, Park Hong-geun, Baek Hye-ryun, Seo Young-seok, So Byung-hoon, Song Jae-ho, Ahn Min-seok, Yang Yi-won-young, Yong Hye-in, Yoo Jung-joo, Yoon Hu-duk, Lee Kyu-min, Lee Dong-joo, Lee Soo-jin, Lee Hyung-seok, Lim Jong-sung, Jung Sung-ho, Jung Pil-mo, Jo Jung-sik, Joo Cheol-hyun, Choi Hye-young, Hong Jung-min, and Hwang Un-hwa participated in the proposal of this Basic Income Public Deliberation Act.
