[Asia Economy Reporter Kangwook Cho] The Ministry of Land, Infrastructure and Transport and the Ministry of Oceans and Fisheries announced on the 27th that they will sign a "Memorandum of Understanding (MOU) for the Revitalization of Fishing Villages for National Balanced Development."


This MOU aims to promote a housing platform project that combines the Ministry of Land, Infrastructure and Transport's supply of public rental housing with the Ministry of Oceans and Fisheries' Fishing Village New Deal 300 project (provision of living SOC) to revitalize fishing villages and improve residents' quality of life.


The housing platform project is a project that creates livable spaces by combining high-quality public rental housing, jobs linked to region-specific projects, and living infrastructure (housing + jobs + living SOC).


According to this MOU, starting this year, the Ministry of Land, Infrastructure and Transport and the Ministry of Oceans and Fisheries will promote pilot housing platform projects in five locations within the Fishing Village New Deal 300 project areas, including deteriorated piers and waiting rooms.


The Ministry of Oceans and Fisheries plans to grant a certain level of additional points to local governments that submit project plans including housing platform plans.


Despite the crisis of population decline and aging in rural and fishing village areas, infrastructure such as housing and social services including education, culture, medical care, and welfare are insufficient, resulting in relatively low residential satisfaction compared to cities and difficulty in attracting population. To address these issues, the government is promoting the housing platform (housing + jobs + living SOC) project through three methods (3 Tracks).


Housing is promoted by the Ministry of Land, Infrastructure and Transport, jobs by local governments, and living SOC by ① the Ministry of Land, Infrastructure and Transport, ② public contests by the Ministry of Agriculture, Food and Rural Affairs and the Ministry of Oceans and Fisheries, and ③ inter-ministerial collaboration.


Among these, the Ministry of Land, Infrastructure and Transport's regional development project (June 25) and urban regeneration New Deal project (May) have completed application submissions, with the regional development project expected to be finally selected as a housing platform project site in July and the urban regeneration New Deal project in September.


Additionally, housing platform project sites will be selected within the year through the Ministry of Oceans and Fisheries' Fishing Village New Deal 300 project and the Ministry of Agriculture, Food and Rural Affairs' Rural Agreement, and an inter-ministerial collaboration system centered on the National Balanced Development Committee will be promptly established.


The Ministry of Land, Infrastructure and Transport plans to continuously promote national balanced development policies to create leading cases of housing platforms that establish a virtuous cycle structure of "jobs-infrastructure-people" inflow, promote population inflow into rural and fishing village areas, and improve residents' quality of life.


The Ministry of Oceans and Fisheries stated that the signing of this MOU is significant in creating a model linking the supply of living SOC through the Fishing Village New Deal, region-specific projects, and the supply of high-quality housing through the housing platform, and that it will actively strive to revitalize fishing village areas through inter-ministerial collaboration in the future.
