On the 20th, Korean Central TV reported on the Workers' Party plenary meeting held from the 15th to the 18th, stating, "Comrade Kim Seung-chan has been appointed as the president of Kim Il-sung University and Minister of Higher Education of the Education Committee."
In January, through the Supreme People's Assembly, North Korea reshuffled the Cabinet and appointed Ri Guk-cheol as the president of Kim Il-sung University and Minister of Higher Education of the Education Committee. North Korea did not disclose specific reasons for replacing the president of Kim Il-sung University after five months.
Some speculate that the recent announcement that Kim Il-sung University had established cooperative relationships with overseas universities such as Germany's Humboldt University of Berlin and Free University of Berlin, which those universities denied and revealed to be false, may have influenced this decision.
Meanwhile, it is also reported that a considerable number of members and alternate members of the Party Central Committee were replaced during this plenary meeting.
