Installation of Braille Guidance System and Sign Language Telephone in the 1st Floor Lobby of Gangnam-gu Kiosk Demonstration


[Asia Economy Reporter Park Jong-il] Gangnam-gu (District Mayor Jung Soon-gyun) installed a kiosk on the first floor of the district office on the 15th, becoming the first among Seoul's 25 autonomous districts to provide administrative and civil service guidance to visually and hearing-impaired individuals through digital braille, voice, and sign language.


The district planned this project in response to the rapidly progressing shift to non-face-to-face services due to COVID-19, which heightened the sense of crisis among digitally vulnerable groups.


Designed to guarantee administrative accessibility for people with disabilities and the elderly, this touchscreen system supports digital braille and voice for the visually impaired and sign language videos for the hearing impaired.


It offers various services including information on department tasks and personnel, floor facilities, guidance for 22 community centers, and Gangnam's traffic information. The 3D stereoscopic screen allows users to find information at a glance. The screen zoom-in and zoom-out functions alleviate inconvenience for elderly or low-vision users. It also features an automatic height adjustment function for wheelchair users.


In front of the Civil Affairs and Passport Department on the first floor, a video phone for sign language interpretation has been installed. Connected with sign language interpreters from the Gangnam-gu Sign Language Interpretation Center, it aims to enhance the speed and accuracy of civil service processing for hearing-impaired individuals through real-time sign language videos.


The district plans to install one video phone for sign language interpretation in every community center within the district by the end of this month. Jang Jeong-eun, head of the Social Welfare Division, stated, “We will focus on discovering and expanding accessibility improvement policies so that no one is excluded from administrative communication.”
